Features of Kharkiv National University of Internal Affairs

Kharkiv National University of Internal Affairs is the higher educational establishment of the Ministry of Internal Affairs of Ukraine with specific training conditions of the 4-th level of accreditation.

Features of the Faculty No. 1 (Pre-Trial Investigation)

20 cadets, future forensic experts, started their study in the 2018/2019 academic year for the first time. The faculty in partnership with the Institute of Postgraduate Education carries out active work on the implementation of the priority profile of providing postgraduate education by types of police service that is a pre-trial investigation. The specialized technical base of the faculty allows to realize the previously mentioned points, in particular: police training department, crime scene simulation house, specialized forensic classrooms. The latest forms of teaching specialized disciplines are used during the study at the faculty.

The scientific and pedagogical staff of the faculty’s departments prepare graduates of secondary schools for external independent assessment through distance learning. Training materials for self-preparation were created for preparing university graduates for admission to the Master's program for passing a professional entrance examination and professional entrance examination in a foreign language. All of these materials are posted on the Server of distance education of Kharkiv National University of Internal Affairs.

Features of the Faculty No. 2 (criminal investigation)

There is a department of special physical training, which is subordinated to the faculty and provides teaching disciplines of special physical and tactical training for applicants for higher education throughout the university.

Cadets of 3-4 courses practice their tactical skills on the ground, which close to extreme conditions, elements of overcoming assault course during tactical training classes. In addition, the scientific and pedagogical staff of the departments provide the work of many sports sections, such as mountaineering and orienteering.

The department of operative-search activity and disclosure of crimes is graduating.

The educational and methodical work of the department is aimed at teaching disciplines which connected with the preparation of specialists for National Police units and corresponds to the qualification characteristics of the specialties of graduates of higher education institutions of the Ministry of Internal Affairs of Ukraine, according to which the preparation in Kharkiv National University of Internal Affairs is made.

An educational and methodological complex for teaching the discipline “Fundamentals of Criminal Analysis” has been created in the department.

Only certified trainer (The United Nations, OSCE, EUAM) carries out training sessions on the basics of criminal analysis.

Features of the Faculty No. 3 (preventive activity)

The faculty prepares specialists for departments of juvenile prevention, canine unit, departments of preventive activities of the National Police of Ukraine, psychologists for departments of inspector of juvenile prevention, personnel departments, communication departments. Graduates of the faculty will work as inspectors of juvenile prevention, dog handlers, district police officers, and serve as psychologists, press officers.

Features of the Faculty No. 4 (The only one in the system of the Ministry of Internal Affairs, which prepare specialists for combating cybercrimes)

The faculty has huge experience in training law enforcement, who have special knowledge in the field of high information technology. It trains specialists to serve as investigators and criminal investigators for combating cybercrimes, human trafficking offences. Moreover, they can work in operational technical units and information and analytical units of the National Police of Ukraine.

Graduates receive a Bachelor's degree and are awarded the special rank of “police lieutenant”. They can work as inspectors and special agents of the Cyberpolice Department; criminal investigator of divisions of the Department of combating crimes connected with human trafficking offences; criminal investigator of divisions of the Department of economic protection; investigator (specializing in the investigation of cybercrimes) of divisions of Headquarters of the National Police of Ukraine, as well as in the divisions of mode and technical protection of information, communication and telecommunication, informational support and police coordination “102”, criminal analysis, organization of analytical support and rapid reaction, etc.

The main directions of practical activity of the graduate of the faculty are counteraction to offenses, that committed using high information technology; improvement of the effectiveness of law enforcement activity of National Police of Ukraine with the help of modern management tools; implementation of computer systems for information processing and analysis, modern information technologies and methods of using technical means in the police activity.

Practical orientation is actively implemented in the educational process in the training of cadets at this faculty. For this purpose, the faculty has:
- training center for combating cybercrime and cyberspace monitoring;
- training area for combating crimes in the field of human trafficking offenses committed with the usage of high information technologies;
- research laboratory of information protection and cybersecurity.

Training center for combating cybercrime and cyberspace monitoring.

The main tasks of this specialized classroom are the following: training and advanced training of specialists in the field of combating cybercrimes; round-the-clock monitoring to identify illegal content (extremist and separatist content, facts of distribution of child pornography, sale of weapons and drugs etc.) by cadets of the faculty № 4 and transmission this information to law enforcement; modeling of attacks on information systems and this information transmission to law enforcement; practicing of methods of implementation of technical computer examinations and work of the specialist during inspection of means of computer equipment; familiarization with means and methods, which used by criminals for committing illegal acts in the field of distant banking systems, practicing police tactics for detection, paperwork management and disclose of this type of crime; arranging specialized Internet conferences and competitions such as “The best in the profession"” among law enforcement officers; to boost public awareness of cybersecurity; computer testing of cadets and students etc.

Training area for combating crimes in the field of human trafficking committed with the usage of high information technologies.

The classroom has been equipped with computer equipment by the OSCE Project Coordinators in Ukraine within the project “Strengthening the criminal prosecution of human trafficking offences using information technology in Ukraine” with financial support from the Government of Canada.

The purpose of this specialized classroom is highly qualified specialists training support, the formation of counteraction skills in the field of cybersecurity and human trafficking offences and the ability to use information technologies for combating cybercrimes.

The main tasks of this specialized classroom are: training and advanced training of specialists in the field of combating cybercrimes; monitoring to identify illegal content and this information transmission to law enforcement; modeling of attacks on information systems and this information transmission to law enforcement; the process modeling of performing operational and service tasks in the field of combating cybercrime and human trafficking offences using information technology; practicing of implementation methods of technical computer examinations and work of the specialist during the inspection of means of computer equipment; computer testing of cadets and students; arranging specialized Internet conferences and competitions such as “The best in the profession” among law enforcement officers; to boost public awareness of cybersecurity.

Training area for modeling and countering cyber-attacks.

The purpose of this specialized classroom is to ensure highly qualified specialists, the formation of counteraction skills in the field of cybersecurity and the ability to use information technologies for combating cybercrimes.

The main tasks of this specialized classroom are training and advanced training of specialists in the field of combating cybercrimes; modeling and countering cyber-attacks and taking appropriate measures for protection; process modeling of the performance of operational service tasks in the field of combating cybercrimes; practicing of implementation methods of technical computer expertise and work of a specialist during the inspection of the computer equipment; to boost public awareness of cybersecurity; computer testing of cadets and students.

Features of the Faculty No. 5

The Faculty provides a part-time form of studies for specialists of the Ministry of Internal Affairs of Ukraine.

Features of the Faculty No. 6

The educational process at the faculty is carried out using both traditional and the latest educational technologies.

In particular, practical classes are carried out at the National Police, judicial authorities, tax authority, bodies and institutions of execution of punishments with the involvement of their employees.

Binary lectures and practical classes are held both by a pedagogical staff of the faculty № 6 and employees of law enforcement, judicial, tax, financial, and other bodies.

Practical classes in the specialty “Psychology” are held in specialized classrooms “Green Room” and “Classroom of psychocorrective work”. Complex psychological relationships between members of society are modeled during such classes. The practice of psychological work with minors, concerning which offense was committed or those who have witnessed a crime also is carried out at classes.

Practical classes in the specialties “Law”, “Law Enforcement” in the disciplines of civil, criminal, administrative and commercial procedural law are held in specialized classrooms «Courtroom» in the form of role-playing games or training court hearings.

Formation of professional students’ skills occurs through their participation in the work of “Legal Clinic of Kharkiv National University of Internal Affairs”. They are involved in giving free legal assistance to the general public, preparation of procedural documents (applications, lawsuits, petition), court representation, etc. Real legal relations, which were the object of study of the "Legal Clinic", are discussed in practical classes on procedural law. The results, which were achieved during the classes, are compared with the decisions of jurisdictional bodies.

The University has a modern technical base, which is constantly improving and helps to train police officers to European standards.

Police Training Department

It is located in a separate building and structurally similar to the existing Police Departments of the Main Directorate of the National Police in the Regions:

• Police Dispatch Unit;
• Investigator’s Office;
• Room for Identification;
• Citizens Reception Room;
• Office of the District Police Officer;
• Office of the Police Department Chief.

The Dispatch Unit of the Police Department is a place for practicing the operational management by the National Police units, during taking urgent measures to protect citizens’ life, health, rights, freedoms, property and environment, public and state interests from illegal encroachments.

The specialized training room “Investigator's Office” is designed to acquire theoretical knowledge about the activities of the pre-trial investigation bodies, prosecution, court, and other law enforcement agencies, which specialize, on disclosure and investigation of criminal offenses (crimes and criminal infractions), their due process, the execution of decisions of the investigating prosecutor, investigating judge and court, etc.

The specialized training room “Room for Identification” is designed to develop skills and abilities which will help to carry out certain procedural actions; to develop skills and practical abilities for the correct application of the criminal procedural law in the pre-trial investigation, the correctness of making procedural decisions and their registration; and to develop practical abilities and skills of procedural documents drafting.

The specialized training room “Citizens Reception Room” is designed to develop cadets’ skills and knowledge in the organization of the police officers’ activities in the field of citizen’s reception and protection of their legitimate rights and interests.

The specialized training room “Office of the District Police Officer” is designed to hold seminars and practical classes with modern multimedia technical equipment; to practice skills within the situational tasks on the organizational and direct implementation of the community representatives reception, processing their appeals, reports of offenses, allegations of domestic violence, making reasoned decisions on issues related to the powers of the District Police Officer; to develop knowledge about current methods of organization and implementation of the work of the District Police Officer; to develop skills of working with certain categories of people in the service area, etc.

The specialized training room “Office of the Police Department Chief” is designed to hold seminars and practical classes with modern multimedia technical equipment; to work operating skills in the capacity of the Police Department Chief within the situational tasks on the organization and direct implementation of the citizens reception, processing of their complaints related to the activities of this police authority, document management in the territorial police authority and controlling over the execution of documents; to develop general skills about police work organization.

The Forensic Training Ground is located on the 2nd floor of the Police Training Department. It consists of three thematic rooms: “Living Room”, “Banking Department”, “Trasology”.

These training places are filled with visual products (stands, information boards, etc.) and technical equipment (investigator's kit, fingerprinting kits, fluorescent lamps, magnetic brushes, powders, digital cameras, models of cold weapons and firearms, ammunition, documents with forgery marks, padlocks and mortise locks with traces of burglary, microscopes, etc.).

The Forensic Training Ground is designed to practice skills in work with traces of crime; to develop skills and abilities of practical work as an investigator; to develop knowledge about the main types of traces, etc.

The Training Shooting Complex - Shooting Range (100m)

The Shooting Club is designed for fire training classes using automatic small arms (assault rifles (submachine guns), sniper rifles, machine guns). The club is equipped with stands, posters, hoists for targets, which are operated remotely by remote control, a video camera and a monitor, which help to control the results of firing.
The Shooting Club is the place where cadets learn how to use firearms, to shoot accurately, and to perform conscientiously their duties associated with the carrying, storage, and use of weapons.

Interactive Shooting Range “Inhul -7” (25m)

This is the laser multimedia Interactive Shooting Range, designed for shooting without the use of ammunition (for laser imitation of shooting, while shooting can be performed at standard stationary targets, moving targets, and images of movies); and for training in pistols (up to 11.43 caliber mm), pneumatic, and small-caliber sporting weapons shooting.

Tactical Training Ground

The tactical training ground is designed to practice skills in dealing with traces of a crime and to develop skills for carrying out certain tactical actions; to research procedural actions (the examination of objects, the examination of documents, selection of samples for examination, a preliminary examination of the detected traces); to develop knowledge about modern types and possibilities of special operations conduction, etc.

Assault Obstacle Course

Assault Obstacle Course is designed for cadets’ physical training in order to perform professional tasks with maximum safety for their own lives and health; developing specialized knowledge and skills for more effective application of preventive and coercive police measures in situations that are close to the real conditions of service, including the state after significant psychophysical stress; boosting stress resistance; increasing the practical orientation of the educational process, etc.

Specialized Training Complex for Cadets and Students of the professional competence "Driver of a vehicle of category "B"

A specialized classroom was created to conduct classes on the acquisition of practical driving skills, to develop knowledge about the structure of the car, to hold classes for drivers of category "B", as well as seminars and practical classes using modern multimedia technology.

Center of Corrective and Psychodiagnostic Activities

The Center was created for the psychological training of the National Police’s and territorial defense units’ personnel. It is designed to form psychological readiness to act in extreme situations and the ability to solve psychological problems arising during their service activities, to enhance military and service discipline.

The Center conducts group and individual sessions on psychological rehabilitation, consultations for the purpose of psychological support and assistance. Various therapeutic techniques are used to relieve emotional stress (relaxation with special audio and video material) or to work with a traumatic situation (art therapy, sand therapy, body-oriented therapy, etc.).

The center of Ukrainian-Polish Development at the University.

The main tasks of the center are making conditions for advanced study of the Polish language by cadets, students, master's student and academic staff of the University; organization and realization of Ukrainian-Polish conferences, seminars, practical courses, festivals, competitions, and contests; arranging partnership between Ukrainian and Polish higher education institutions, including the development and implementation of double-degree programs, academic mobility, joint educational programs; carrying out activities for the popularization of Polish culture in Ukraine; making conditions for the implementation of research projects within programs of the European Union; realization of academic mobility programs for cadets, students, master students and academic staff of the University to Poland.

The department of military training.

The department provides training for citizens of Ukraine under the age of 40 with a Bachelor’s degree, including students of higher education institutions of all forms of education according to the reserve officers training program by military specialties: “Social psychology” and “Psychology”. Boys and girls study military affairs for two years. They also learn how to provide the necessary psychological assistance and lead teams both in extreme conditions and in peacetime.

Graduates of the department are awarded the military rank of "junior lieutenant of the reserve."

The multi-purpose training and sports complex "Dinamo-Arena".

"Dinamo-Arena" was built according to the modern European standards. It is a multi-purpose sports ground for trainings and classes in the special physical, tactical and special training with cadets, students of the University and police officers who undergo basic or advanced training. "Dinamo-Arena" has a press center, center of psychological aid, showers, and locker-rooms.

The University Museum.

The repository collections of the Museum of Kharkiv National University of Internal Affairs are presented with unique exhibits, which reflect the history of law enforcement training in Kharkiv region and achievements of employees, cadets and students in educational, scientific, and athletic work.

Kharkiv National University of Internal Affairs prepares graduates for external independent assessment by distance learning.

The pedagogical staff of the departments of Ukrainian studies, social and humanitarian subjects, theory and history of state and law of Kharkiv National University of Internal Affairs prepared materials for self- preparation for graduates of secondary schools. All these materials are needed for passing the external independent assessment and based on the following disciplines: History of Ukraine, Ukrainian language and literature, Mathematics, and Foreign Language (English).

Also, materials for self-preparation for graduates of higher education institutions for admission to the Master's program were developed. All these materials will help students to pass a professional entrance examination and professional entrance examination in a foreign language. These scientific materials are based on the following disciplines: Constitutional Law, Administrative law of Ukraine, Civil Law of Ukraine, Civil Procedural Law of Ukraine, Criminal Law, Procedural Criminal Law of Ukraine, Public International Law, International Defense of Human Rights and Foreign Language (English).
