Tetiana Kovalchuk, Deputy Minister of Internal Affairs, made a working visit to Kharkiv National University of Internal Affairs. Ruslan Horiachenko, the Head of the Human Rights Department of the National Police of Ukraine, Valerii Sokurenko, the Head of the Main Department of the National Police in Kharkiv Region, Serhii Bortnyk, the First Vice-Rector of the University and Directors of the structural units of the University also took part in the working visit. The Deputy Minister inspected the military and training areas of the University. Olha Bezpalova, the Head of the Department of Police Activity and Public Administration, Police Colonel, Doctor of Legal Sciences, informed Tetiana Kovalchuk about the work of the training directorate. The military training area was reequipped to ensure the functioning of information subsystem for registry of detained persons of Information and Telecommunication System “Information Portal of the National Police of Ukraine” “CUSTODY RECORDS”. This would enable to create conditions for the preparation of police officers to work with the system “Custody Records” and to ensure standards of work with detained persons.

The system is designed to improve standards for the protection of the rights of detained persons by introducing obligatory interviews during delivery to the police agencies, electronic recording of all actions against the detained persons (documentation, accumulation, storage) and search of information on detained persons, being under police control from the moment of actual detention.
 
The introduction of “CUSTODY RECORDS” would enable to create a unified electronic folder for each detained person, documentation of all aspects, connected with detention, compliance to basic warranties, provided for the detained persons, raise the standards of protection of the police rights form potential false accusation in wrongful acts.
 
Infrastructural changes in the arrangement of the “Training Police Division” were introduced within the framework of “CUSTODY RECORDS”, in particular, the following premises, namely the room for reception of citizens, police dispatch center; interview room, a room (zone) for waiting communication with designated persons, responsible for staying of the detained persons; a room for the confidential meeting with a lawyer; investigative actions room; detaining room.
 
Vasyl Kikinchuk, Police Captain, Candidate of Legal Sciences, the Head of the Department of Criminalistics, Forensic Science and Pre-Medical Training briefed about goals and tasks of criminalistics military-training area.
 
Deputy Minister of Internal Affairs also examined the territory of the university and its material and technical resources.
