The Research Laboratory on the Problems of Legal Support of Police Activities and Combating Crime of the Educational and Research Institute No. 2 (Training of Specialists for Criminal Police Units of the National Police of Ukraine) was established in 2024 by reorganizing the Research Laboratory on the Problems of Scientific Support of Law Enforcement Activities and the Quality of Personnel Training.
The unit is headed by Doctor of Law, Professor, Police Lieutenant Colonel Kostiantyn Leonidovych Buhaichuk.
In its activities, Laboratory is guided by the Constitution of Ukraine, the laws of Ukraine "On the National Police", "On Higher Education", "On Education", "On Scientific and Scientific-Technical Activities", as well as the provisions of sub-legal normative acts, departmental orders and orders of the Ministry of Internal Affairs of Ukraine , the statute of the University and the Regulation on the Research Laboratory on the Problems of Legal Support of Police Activities and Combating Crime of the Educational and Research Institute No. 2
In the context of the Russian Federation's military aggression against Ukraine, the activities of the Laboratory are aimed primarily at: 1) optimizing the regulatory and legal support for the activities of the National Police of Ukraine, other bodies and units of the Ministry of Internal Affairs of Ukraine; 2) conducting research aimed at implementing state policy in the field of combating crime, ensuring public order and security, documenting and terminating criminal offenses; 3) improving the activities of the National Police of Ukraine under martial law; 4) increasing the efficiency of the educational process in higher education institutions with specific learning conditions, taking into account the advanced foreign experience of the EU and NATO countries.
In accordance with the purpose of its creation, the main tasks of the Laboratory are:
1. Conducting fundamental and applied scientific research in accordance with the topics of scientific research and scientific and technical (experimental developments) of the Ministry of Internal Affairs of Ukraine and the main directions of scientific research of the University in the areas of:\

Development of draft regulatory legal acts on the organization of law enforcement activities, the organization of the activities of bodies and units of the Ministry of Internal Affairs system, the functioning of the departmental system of education and science, taking into account the requirements of the legal regime of martial law and in the post-war period.
3. Provision of scientific conclusions (proposals, recommendations) to the current legislative and subordinate regulatory acts, as well as their drafts on the organization and implementation of law enforcement activities, the formation of a security environment, the organization of training and postgraduate education of specialists for bodies and units of the Ministry of Internal Affairs of Ukraine.
The unit closely cooperates with the Committee of the Verkhovna Rada of Ukraine on Law Enforcement Activities, the Department of Education, Science and Sports of the Ministry of Internal Affairs of Ukraine, the Main Investigation Department of the National Police of Ukraine, the Department of Preventive Activities of the National Police of Ukraine, the Main Department of the National Police of Ukraine in Kharkiv Region, the Patrol Police Department of the city of Kharkiv, the State Research Institute of the Ministry of Internal Affairs of Ukraine, the Department of Defense, Mobilization Work and Interaction with Law Enforcement Agencies of Kharkiv Regional State Administration, and the UNODC Programme Office in Eastern Europe.
