Head of the Research Laboratory is PhD in Law, Associate Professor Pashnіev Dmytro Valentynovych
The Research Laboratory on Information Technology and Combating Crime in Cyberspace of the Educational and Research Institute No. 4 was established in March 2017 on the basis of the Faculty No. 4 of Kharkiv National University of Internal Affairs as the Research Laboratory for Information Protection and Cybersecurity.
In May 2019, the Laboratory was separated from the Faculty No. 4, changed its name and became a separate structural unit of Kharkiv National University of Internal Affairs.
After the reorganization in 2024, the Laboratory returned to the Faculty No. 4, which was reorganized into an Educational and Research Institute.
The main tasks of the Laboratory are:
- Study, generalization and evaluation of the state of information support of law enforcement agencies, development of scientific recommendations for practical bodies and units.
- Conducting fundamental and applied research in the established Priority Areas of Scientific Support of Law Enforcement Agencies of Ukraine and the University.
- Evaluation of the effectiveness of software and hardware used in the practical activities of law enforcement agencies.
- Development of recommendations for protection against external penetration into operating systems, browsers, applications and individual software products, etc.
- Development and provision of technical recommendations to operational units of law enforcement agencies on the implementation of overt and covert measures as part of their daily activities.
- Development, implementation, software and technical support of software to improve the activities of law enforcement agencies' services and units in the field of information technology, analytical support, information security, cybercrime, human resources, and other areas of activity.
- Implementation of tasks related to general computerization and automation of processes in law enforcement activities.
- Improvement of the activities of law enforcement agencies and units in the field of information technology, information security and countering cybercrime.
- Development of national legislation in the field of information technology, information security and countering cybercrime.
- Implementation of modern crime prevention methods, including those involving the public.
- Participation in international cooperation of law enforcement agencies in the field of information technology, information security and countering cybercrime.
- Developing draft regulations on information technology, information security, and cybercrime, as well as scientific and practical recommendations for their application in the practical activities of law enforcement agencies.
- Promoting the dissemination of analytical knowledge and raising the level of computer awareness among the public and law enforcement officials.
- Conducting fundamental and applied research on the organization of the educational process in higher education institutions with specific learning conditions using the latest information technologies and distance learning.
- Involvement of cadets, students and trainees of the University of all forms of education in the scientific research of the laboratory, promotion of the role of science in the educational process.
- Generalization and coordination of scientific research by the laboratory with other departments of the University.
- Conducting applied scientific research and software development, including on a self-supporting basis at the request of individuals, organizations and enterprises of all forms of ownership, as well as providing paid and free scientific advice and other services, including with the involvement of cadets, students and trainees.
- Establishing creative contacts and conducting joint research and development with scientific institutions and law enforcement agencies of foreign countries.
- Cooperation with international organizations and participation in programs of the UN, OSCE, ICITAP, EUAM, etc.
