Jean Monnet module "Digital transformation of rights: learning from the EU" (DiTraRi_EU - 101127785) is implemented at the Faculty #4 of the KhNUIA and is designed for three academic years (2023-2024, 2024-2025, 2025-2026).
Module description
General information
In modern realities, the realization of human rights and interests is carried out in the digital space. At the same time, it is in the digital space that human rights are violated and unreasonably restricted, and a significant number of cybercrimes are committed. Ukraine's aspirations for European values necessitate taking measures to ensure the realization and protection of human rights, including in the digital space. One of the main means of achieving this goal is education, dissemination of knowledge about the best practices of regulating and implementing digital rights in the EU. The analysis of the content of educational programs and training programs in the disciplines that are part of them shows that they practically do not include specialized university disciplines related to EU legal policy in the field of digital transformation and ensuring respect for human rights in the digital space. This course "DiTraRi_EU" was developed to address this problem.

Project goal and objectives

The focus of the module is to strengthen the promotion of best practices in teaching, learning and basic research on EU values through the lens of human rights in the context of digital transformation and building an inclusive and sustainable society.

The overall goal of DiTraRi_EU is to

to provide bachelor's and master's students of the Kharkiv National University of Internal Affairs and current cyber police officers, students and teachers of higher education institutions with knowledge of EU legal policy in the field of digital transformation and ensuring respect for human rights, law in the digital era;
facilitating the process of Ukraine's movement towards the European educational space, digital space and law enforcement space;

to make the Ukrainian law enforcement community of various specialties aware of the content and role of digital rights in modern society, in particular: tools for digitalization of justice based on the best EU practices;

creating a framework for innovative teaching of legal disciplines with a special emphasis on EU dimensions from domestic and global perspectives;

conducting scientific legal research in the field of the EU;

disseminating knowledge beyond the scientific community and specialized audience, attracting the attention of the public and politicians at the regional level, especially in the context of the war in Ukraine, during which a significant part of the rights of realization has moved from offline to online.
Educational objectives of "DiTraRi_EU"

to allow cadets of the first and second level of higher education of the Faculty №4 of KhNUIA to deepen their knowledge and develop competencies in the field of digital transformation of rights in the EU and increase competitiveness in their profession in Ukraine and in the EU in the field of using EU best practices;

to intensify research in the field of realization and protection of rights in the digital space among the teachers and students of KhNUIA in order to study the EU experience and its implementation in Ukraine;

to build a network between universities, cadets, students, teachers and other academic community, practicing police officers and lawyers, schools and members of the public in general who are interested in the digital transformation of rights in the EU and European studies.

deepening of knowledge and development of skills in the field of realization and protection of rights in the digital space and digital justice in the EU through educational activities

the course participants acquired in-depth knowledge and competence in the field of human rights on the Internet, security of digital public services, protection of children's rights in the EU digital space, promotion of a positive effect on Ukraine's cross-border cooperation in the field of combating cybercrime, protection of human rights in the digital space, ensuring digital democracy, digital justice, and respect for the rule of law
using the knowledge and skills of DiTraRi_EU through non-formal education in education, professional activities or everyday life for relevant stakeholders (students and teachers of other higher education institutions, active police officers (in particular, cyber police departments of Ukraine), practicing lawyers and students of secondary schools), as well as members of the public

acquiring new competencies in the field of digital transformation of rights in the EU, increasing competitiveness for future careers of students, cadets in practice-oriented professions or in academia

promoting the improvement of teaching and research in the field of European studies in Ukraine

more effective dissemination of knowledge in the field of digital transformation of rights among the public by police officers in the field of combating cybercrime and ensuring cybersecurity

familiarization of secondary school students with the regulation of digital rights in the EU within the framework of DiTraRi_EU

Annual Scientific and Practical Conference "Digital Transformation of Rights: EU and Ukraine"

creation of a new academic discipline "DiTraRi_EU" as an elective component of educational and professional training programs for specialists in the specialties 081 Law, 262 Law Enforcement, 125 Cybersecurity, which will correspond to the structure of the module "DiTraRi_EU"

publication of the DiTraRi_EU manual, which will be used as didactic material for teaching the introduced discipline;
development of digital didactic material within the DiTraRi_EU program on the Moodle platform.
