The Head of the Department, Doctor of Law, Professor, Honored Worker of Education of Ukraine Salmanova Olena Yuriivna

The Department of Administrative Law and Procedure of the Educational and Research Institute No. 3 is one of the leading departments of the University, which provides theoretical and practical guidance in the process of training specialists for the National Police of Ukraine. It is headed by Honored Worker of Education of Ukraine, Doctor of Law, Professor Olena Salmanova.

The history of the Department dates back to March 1, 1992, when Kharkiv Institute of Internal Affairs was founded (Order of the Ministry of Internal Affairs of Ukraine No. 8/7 of January 09, 1992). For more than 30 historical years of the University, the Department, constantly developing and updating, has changed its name and subordination. In May 2022, in connection with the introduction of martial law in Ukraine, the Department, together with the Faculty No. 1, was relocated from the city of Kharkiv. Since 2024, the Department has been part of the ERI No. 3 of KhNUIA.

The activities of the Department are provided by 10 scientific and pedagogical staff, of whom: 5 have the degree of Doctor of Laws; 4 have the degree of Candidate of Laws; 1 has the degree of Doctor of Philosophy. 6 have the academic title of Professor; 4 have the academic title of Associate Professor.

The academic staff of the Department provides educational and methodological support for the educational process at all faculties of the University.

18. Modern doctrines of financial law
19. Modern doctrines of information law

21. Anti-corruption legislation (5162)
22. Fundamentals of administrative and jurisdictional activity (5162)
23. Qualification of administrative offenses under the jurisdiction of preventive activities (5162)
24. Proceedings on citizens' appeals in the activities of preventive activity units (5162).

Scientific work

The range of scientific interests of the Department's lecturers includes the following areas: administrative law, administrative process, administrative procedures, financial law, administrative and legal regulation of the National Police of Ukraine, etc.

The academic staff of the Department actively participate in the work of specialized academic councils, are members of the editorial boards of professional scientific publications “Bulletin of KhNUIA”, “Law and Security”, “Our Law”, “Law UA”, “European Perspectives”, and provide scientific guidance (consulting) of dissertation research of adjuncts, postgraduate students and doctoral students.

The scientific and pedagogical staff of the Department regularly conducts educational (supervisory) work with the cadets of the Educational and Research Institute No. 3, as well as career guidance and legal education work with students of secondary schools, colleges and other educational institutions of Khmelnytskyi and Kharkiv regions.
