The Head of the Department is Police Colonel Fedorov Vitalii Volodymyrovych

The Department of Firearms Training is a structural subdivision of the Educational and Research Institute No. 2 (training of specialists for criminal police units of the National Police of Ukraine) of Kharkiv National University of Internal Affairs.

In its activity, the Department cooperates with the administration, educational and research institutes, divisions, departments and other structural subdivisions of the University, guided by the Constitution of Ukraine, the laws of Ukraine “On Education”, “On Higher Education”, “On the National Police”, other laws, resolutions of the Verkhovna Rada of Ukraine, decrees and orders of the President of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, regulations of the Ministry of Education and Science of Ukraine and the Ministry of Internal Affairs of Ukraine concerning the organization of the educational process, scientific and research activity and service, the Statute of the University and the Regulations on the Department.

Main tasks and responsibilities of the Department:

  • Organizing and carrying out high-level educational, methodological and scientific work in the disciplines of the Department "Firearms Training" and "Firearms and Tactical Special Training";
  • Participation in the training of qualified specialists for the National Police, the system of the Ministry of Internal Affairs of Ukraine, other ministries, central executive authorities, enterprises, institutions, organizations of Ukraine. Training and certification of scientific and scientific and pedagogical personnel;
  • Development, organization and implementation of the latest educational technologies in the educational process;
  • Conducting fundamental and applied research in the established priority areas of research work of the University and on contractual topics;
  • Ensuring the safety of all participants in the educational process, immediate movement of subordinate permanent personnel to places of shelter in case of announcement of the "Air Alert" signal;
  • Carrying out measures to ensure high combat readiness of higher education students and permanent staff of the University to repel armed aggression against Ukraine and perform police tasks in extreme situations (command and staff exercises, tactical and special exercises, joint activities with representatives of practical units of the security and defense sector of Ukraine) ;
  • Ensuring that lectures, practical and other types of classes are conducted at the appropriate scientific and methodological level, using modern means of diagnosing the academic achievements of cadets (students) during current and final control, supervising internships and writing qualification papers, dissertation research in the field of the department;
  • Involvement of highly qualified specialists of educational and scientific institutions, other institutions and organizations of Ukraine and foreign countries in the educational process and research in accordance with the established procedure;
  • Implementation of measures for professional orientation of youth, interaction with relevant public organizations;
  • Implementation of measures to improve the skills of the Department's academic staff;
  • Ensuring the ethical, cultural and spiritual development of the individual, education of persons studying at the University in the spirit of Ukrainian patriotism and respect for the Constitution of Ukraine;
  • Ensuring the quality of higher education of degree seekers in accordance with certain standards of higher education, educational and professional programs, curricula and the system of internal quality assurance of educational activities and the quality of higher education at the University.

In connection with the introduction of the Order of the Ministry of Internal Affairs of Ukraine No. 334 dated 26.04.2019 “On Approval of the Shooting Course for Police Officers and the Standards for the Consumption of Ammunition, Explosive Packages and Grenades by Police Officers during Practical Shooting” into the educational process, the staff of the Department updated the curricula, lectures and methodological recommendations for the disciplines “Firearms Training” and “Firearms and Tactical Specialized Training”. The preparation and placement of electronic copies of teaching materials in the «Moodle» distance learning system was ensured.

The firearms training classes use visual, didactic and technical materials: stands, posters, tests, educational films, slides, while actively using multimedia equipment.

To improve the quality of training, provide practical guidance on the skillful use and use of firearms in the performance of police duties, the shooting range № 1 (25 meters) is equipped with a universal multimedia interactive shooting range "Inhul - 7", the use of which during conducting practical training in firearms training allows students to make a responsible, legal decision on the use or application of firearms in a short time and to conduct targeted shooting with laser simulation and combat weapons.

The Department has created sports sections for bullet shooting and practical shooting with the involvement of students, research and teaching staff of the Department and other employees from among the certified personnel of the University, which contributes to the acquisition of practical skills in the possession of small arms and is very important and relevant for every police officer, especially for the protection of the territorial integrity of our state, the rights and freedoms of citizens under martial law.

University sports teams in shooting and practical shooting participate in the championships of the Ministry of Internal Affairs of Ukraine in shooting, polyathlon and practical shooting among higher education institutions with specific training conditions, in applied shooting competitions for the championship of the KhRO SFS “Dynamo” during which members of the national teams have repeatedly become winners and won prizes.

In order to increase the efficiency of training specialists for the units of the National Police of Ukraine, to acquire skills in writing scientific papers, to involve cadets and students in scientific research, the Department has a scientific club, headed by Associate Professor of the Department, Candidate of Science in Public Administration Vladymyrov M.V. Members of the Department's club actively participate in various scientific and practical conferences, seminars, round tables, write scientific papers, articles and abstracts, including on the topics "Armed Aggression of Russia against Ukraine".

At the Department of Firearms Training of the Institute No. 2, practical classes are held in:

  • shooting range № 1 (25 m) – total area 180 sq.m.,
  • shooting range № 2 (50 m) – total area 685 sq.m.,
  • educational and training complex - shooting range № 3 (100 m) – total area 770 sq.m.,
  • specialized classrooms in Kharkiv, Vinnytsia, and Kamianets-Podilskyi.
