The Department of Police Activity and Public Administration was established in June 2006 as a result of the reorganization of the Department of Administrative Law and Administrative Activity and the Department of Management in Internal Affairs Bodies. The Department is a structural subdivision of the Faculty № 3 and provides the educational process, including the introduction of introductory and educational practice by cadets at all faculties of Kharkiv National University of Internal Affairs and internships by cadets of the Faculty № 3.

The staff of the Department lecture specialized disciplines at advanced training courses for employees of the National Police of Ukraine. During the classes, lecturers and students discuss issues related to the practical work of police officers in combating trafficking in human beings, prevention of domestic violence, preventive work by the police, prevention of corruption, etc.

As part of participation in the professional development of patrol police, the scientific and pedagogical staff of the Department prepared a Memorandum of the patrol police officer, the content of which covers the main activities of patrols and outlines their rights and responsibilities, Handbook of patrol police officers, where the main regulations are collected, which patrol guides in everyday activities, Standard actions of the National Police of Ukraine in football matches, aimed at familiarizing with the main actions of the police in ensuring public safety and order during football matches, informs police officers during the election process in Ukraine about the responsibilities of police officers, the main problems and offenses that arise during the elections and the algorithm of actions of police officers to address them.

The Department of Police Activity and Public Administration has significant scientific and pedagogical potential, which includes 15 highly qualified specialists, including 4 doctors and 11 candidates of law.

The tasks of the Department are:

• participation in training for the system of the Ministry of Internal Affairs of Ukraine, other executive bodies, enterprises, organizations and institutions of Ukraine;
• training of scientific and pedagogical and scientific personnel;
• development and testing in the educational process of new educational technologies;
• implementation of basic and applied research on the organization and activities of the National Police of Ukraine;
• educational and methodological support of fixed academic disciplines through the development and updating of textbooks, manuals, curricula;
• scientific examination of draft laws and other regulations and preparation of proposals for improving the existing departmental regulatory framework;
• establishing and maintaining cooperation with the branch services of the Ministry of Internal Affairs of Ukraine to improve the educational process, development of methodological recommendations on the legal algorithm of personnel of the National Police of Ukraine, preparation of scientifically sound proposals and recommendations on topical issues of law enforcement;
• participation in measures to overcome legal nihilism and provide legal assistance to the population;
• involvement of gifted cadet youth to participate in research activities within the scientific society of students, cadets, students, graduate students, associate professors, doctoral students and young scientists.

The cadet scientific circle works fruitfully. The priority of his activity is the study of problems in the field of administrative activity of the police. The activity of the scientific circle of the Department of administrative activity of the police within two problem groups (sections), namely: 1) topical issues of administrative activity of the police; 2) management of police bodies: current status and prospects for development.

The Department is an active subject of interuniversity cooperation. Stable working contacts have been established with profile educational and research structural subdivisions of the National University "Yaroslav Mudryi Law University of Ukraine", the Institute of State and Law named after V.M. Koretskyi National Academy of Sciences of Ukraine, Taras Shevchenko National University of Kyiv, Kyiv National Aviation University, Kharkiv National University named after V.N. Karazin, higher educational institutions of the Ministry of Internal Affairs of Ukraine.

Within the international cooperation, interaction has been established with Higher School of International Relations and Social Communications in Chelm, Poland, Police Academy of Lithuania, Academy of Police Sciences and Internal Security (Portuguese Republic), Police School in Katowice (Polish Republic), Women's Human Rights Center (Warsaw), and Emerging Markets Researchers Foundation (Warsaw).

The academic staff of the Department provides lecturing of a number of professionally oriented disciplines necessary for the formation of the professional core of the basic bodies and units of the National Police of Ukraine, namely:

•  Administrative and jurisdictional activities of the police;
• Actual problems of police activity;
•  Current issues of preventive activities of the National Police;
•  Activities of the National Police in the field of licensing system;
•  Ensuring human rights in police activities;
•  Preventing and combating domestic violence;
•  Control and supervision in professional activities;
•  Organizational and legal framework for preventing and combating corruption;
•  Organization of activities of district police officers;
•  Organization of activities of juvenile prevention units;
•  Partnership of the police with other public administration bodies and society;
•  Police activity;
•  Management in law enforcement agencies;
•  Management of units of the National Police.
