The Department of Administrative Activity was founded in July 2024 as a result of the reorganization of the Department of Police Activity and Public Administration. The Department is a structural subdivision of the Educational and Research Institute No. 3 and provides the educational process, including introductory and training practice for cadets at all faculties of Kharkiv National University of Internal Affairs and internships for cadets of the Educational and Research Institute No. 3.

The staff of the Department teach specialized disciplines at the advanced training courses for the National Police of Ukraine. During the classes, lecturers together with students consider problematic issues related to the practical work of police officers in drawing up administrative materials for violation of traffic rules, combating human trafficking, preventing domestic violence, conducting preventive work by the police, preventing corruption, etc.

The scientific and pedagogical staff of the Department provides teaching of a number of professionally oriented disciplines necessary for the formation of the professional core of the basic bodies and units of the National Police of Ukraine, namely:

- Administrative and jurisdictional activities of the police;

- Actual problems of police activity;

- Current issues of preventive activities of the National Police;

- Activities of the National Police in the field of licensing system;

- Ensuring human rights in the activities of the criminal police;

- Preventing and combating domestic violence;

- Control and supervision in professional activities;

- Organizational and legal principles of preventing and combating corruption;

- Organization of activities of juvenile prevention units;

- Police partnership with other public administration bodies and society;

- Police activity;

- Police activity and its information support (together with the Department of Information Systems and Technology of the ERI №4);

- Management in law enforcement agencies;

- Management of units of the National Police;

- Ensuring human rights in police activities;

- Workshop on documenting administrative offenses under the jurisdiction of preventive activity units;

- Organization of activities of patrol police response units;

- Organization of activities of community police officers and district police officers;

- Organization of activities of convoy units.

The Department of Police Activity and Public Administration has significant scientific and pedagogical potential, which includes 15 highly qualified specialists, including 4 doctors and 11 candidates of law.

The tasks of the Department are:

- participation in the training of qualified specialists for the bodies and units of the National Police;

- ensuring the quality of higher education of applicants for bachelor's, master's, doctoral degrees and in accordance with the requirements of higher education standards, educational and professional programs and work programs of academic disciplines;

- providing advanced training of the academic staff of the Department in accordance with the procedure established by KhNUIA;

- training and certification of scientific and scientific-pedagogical staff;

- conducting fundamental and applied research in the established priority areas of research and development work of KhNUIA;

- development of requirements and proposals for improving the content and scope of the curricula of academic disciplines taught by the academic staff of the Department;

- systematic improvement of the educational process, creation of new and updating of existing curricula and syllabi, preparation of textbooks, manuals and guidelines.

- conducting basic and applied research, publishing and implementing their results in the educational process, practical and scientific activities;

- development, organization and implementation of new educational technologies in the educational process;

- establishing and maintaining interaction with the structural units of the National Police and the Ministry of Internal Affairs of Ukraine to ensure the quality of the educational process, developing methodological recommendations on the legal algorithm of the personnel of the National Police of Ukraine, preparing scientifically based proposals and recommendations on topical issues of law enforcement;

- participation in events aimed at overcoming legal nihilism and providing legal aid to the public;

- involvement of gifted cadet youth in research activities within the scientific society of students, cadets, trainees, postgraduates, associate students, doctoral students and young scientists of KhNUIA.

The staff of the Department maintains regular working contacts with the territorial units of the National Police in Kharkiv (Kharkiv region), Vinnytsia (Vinnytsia region), Chernihiv (Chernihiv region), Kamianets-Podilskyi (Khmelnytskyi region) and other regions of Ukraine. The scientific and pedagogical staff of the Department is constantly involved in the service to ensure public safety and order in the city of Vinnytsia and Kamianets-Podilskyi, as well as in Kharkiv. The Department fruitfully cooperates with representatives of practical units of law enforcement agencies to ensure the applied nature of scientific research and its implementation in the educational process.

In the framework of international cooperation, the Department has established cooperation with the Higher School of International Relations and Public Communication in Chełm (Poland), the Lithuanian Police Academy, the Higher Institute of Police Sciences and Internal Security (Portugal), the Katowice Police School (Poland), the Women's Human Rights Center (Warsaw) and the Emerging Markets Researchers Foundation (Warsaw).
