Head of the department, Police Colonel Kozachenko Serhii Viktorovych

The Department of Operational and Investigative Activity and Crime Solution is a specialized unit for training specialists for the criminal police units of the NPU.

The department has a long history dating back to 1984 and was called Operational and Investigative Activity on the basis of the Higher Courses of the Ministry of Internal Affairs. In different periods, the department was headed by: Demianenko O.H. (1984-1987), Falko Y.I. (1987-1992), Candidate of Law Fedorov S.I. (1992-1993), Candidate of Law Yefremov A.V. (2006), Doctor of Law, Professor Shendryk V.V. (2006-2023).

The Department is characterized by the high potential of individual representatives of the scientific and pedagogical staff, who were members of it in the past, namely: Professor of the Department, Candidate of Law, Police Colonel Horbachov O.V currently holds the position of Head of the Police Department No 3 of the Kharkiv Regional Police Department 1 MDNP in Kharkiv Region; Associate Professor of the Department, Candidate of Law, Police Lieutenant Colonel Lysenko A.M. successfully works as a senior operative of the Police Department No. 2 of the Kharkiv Regional Police Department No. 1; Professor of the Department, Candidate of Law, Police Colonel Nazarenko I.V. currently holds the position of Acting Vice-Rector of the University. Their achievements demonstrate their multidisciplinary qualifications and high professional level.

The Department has a permanent scientific club «Operative», created to integrate scientific activity into the educational process by conducting research and development work by cadets. The head of the scientific club is Mitrukhov Pavlo Mykolaiovych, Senior Lecturer at the Department of Operational and Investigative Activitiy and Crime Solution of the Educational and Research Institute No. 2, Candidate of Law, Police Major.

The scientific work of the «Operative» group is carried out in accordance with the legislation of Ukraine on higher education, scientific and technical activity, in accordance with the requirements of the Ministry of Education and Science of Ukraine, the Ministry of Internal Affairs of Ukraine, the Regulations on the organization of scientific activity at Kharkiv National University of Internal Affairs, the Charter of Kharkiv National University of Internal Affairs, the Regulations on the scientific group of cadets, students and master's students, other regulations of the University, decisions of the Academic Council of the Institute № 2 and in accordance with the minutes of the meetings of the Department of Operational and Investigative Activity and Crime Solution of the University.

The main activity of the members of the scientific club are the publication of scientific articles, abstracts, presentations at the meetings of the club, participation in scientific events and competitions (scientific and practical conferences, round tables, seminars, research papers, trainings) in their specialty, which will be useful for cadets both during their studies and in their future work.

The academic staff of the Department is constantly engaged in fundamental scientific research on the theory and practice of operational and investigative activity and crime solving. Some of them are: counteracting frauds committed with the use of social engineering and information and communication technologies; documenting and investigating contactless sales of drugs via the Internet, carried out through phone calls, messengers and so-called bookmarks, etc.

Research results are realized in the form of monographs, textbooks, scientific and methodological recommendations, proposals for improving the departmental regulatory framework.

The staff of the Department systematically interacts with the territorial units of the National Police in Kharkiv (Kharkiv region), Vinnytsia (Vinnytsia region), Kamianets-Podilskyi (Khmelnytskyi region) and other regions of Ukraine. The Department fruitfully cooperates with representatives of practical units of law enforcement agencies to ensure the applied nature of scientific research and the implementation of their results in the educational process.
