The Department of Law Enforcement of the Educational and Research Institute No. 5 was created to improve the teaching of disciplines related to the training of specialists in the field of law and law enforcement, whose specialization is aimed at ensuring the rule of law in the work of the National Police bodies in performing administrative functions in the field of protecting the rights and freedoms of citizens, the interests of society and the state, and the implementation of European standards in the activities of law enforcement bodies. In 2019, the Department was headed by the Candidate of Law, Professor Iryna Viktorivna Panova. In 2024, the Department was reorganized into the Department of Law Enforcement.

The scientific and pedagogical staff of the Department conduct educational, methodological, scientific and research activities in the disciplines of administrative-legal and information-legal direction. The scientific and pedagogical staff of the Department acts as members of the author teams of fundamental scientific and educational-methodical works.

The Department teaches over 30 academic disciplines.

For students of the first level of higher education (bachelor's degree):

Administrative and jurisdictional activities of the police;
Military administration;
Prevention and counteraction to domestic violence;
Legal foundations of information security;
Customs law;
Organization of the work of justice bodies;

Police counteraction to illegal migration;

Judicial and law enforcement bodies of Ukraine;
Personnel management in public administrations.

For students of the second level of higher education (master's degree):

Actual problems of administrative justice;
Actual problems of police activity;
Actual problems of preventive activities of the National Police bodies;
Organizational and legal principles of preventing and countering corruption;
Organizational and legal issues of public service in Ukraine;
Police partnership with other public administration bodies and society;
Contemporary problems of administrative law of Ukraine;
Contemporary problems of administrative justice of Ukraine;
Management in law enforcement agencies.

For students of the third level of higher education (postgraduate students):

Directions of development of the science of administrative law and process;
Contemporary doctrines of administrative law and process;
Contemporary doctrines of information law.

The Department carries out training of scientific and pedagogical personnel and scientific and expert activities in the specialty: 12.00.07 - administrative law and process; financial law; information law. The scientific and pedagogical staff of the Department manages the research work of postgraduate students and applicants for scientific degrees, masters, participate in the work of scientific and practical conferences, seminars, in reviewing and discussing dissertation research.

Since 2021, the Department has been organizing and holding the All-Ukrainian Scientific and Practical Conference "PROBLEMS OF MODERN POLICE STUDIES".
