The Department of Civil Law and Procedure was established as part of the Special Faculty of the Ministry of Internal Affairs at Kharkiv Law Academy in July 1990. Since that time and until 1991, the duties of the Head of the Department were performed by Associate Professor, Candidate of Law, Major of Police Shyshka R.B. From 1991 to 1995, the Department was headed by the Honoured Lawyer of Ukraine, Laureate of the State Prize of Ukraine, Doctor of Law, Professor Pushkin O.A. Since September 1995, the Head of the Department was Associate Professor, Candidate of Law, Lieutenant Colonel of Police Samoilenko V.M. Since November 1998 and until April 2011, the Department of Civil Law and Procedure was headed by Associate Professor, Candidate of Law, Colonel of Police Kroytor V.A.. From April 2011 to the present, the Department is headed by Professor, Candidate of Legal Sciences, Zaitsev O.L.

In 2006, due to the Department of Civil Law and Procedure reorganisation, 2 departments appeared in KhNUIA: the Department of Civil Law and Procedure to work with attested staff and the Department of Civil Law Disciplines to teach at the Educational and Research Institute of Law and Mass Communications of KhNUIA. As a result of the staff changes at KhNUIA in 2015, the Department changed its name and became known as the Department of Civil Law Disciplines of the Faculty No. 4. The educational process is provided by the academic staff of the Department. The Department consists of 11 employees: the Head of the Department, a Professor of the Department, eight Associate Professors and a Senior Laboratory Assistant. The department has 9 employees, including: 1 doctor and 7 candidates of sciences.

The following disciplines are taught at the department: " Intellectual Property Rights Enforcement and Protection", "Protection of Intellectual Property Rights", "Private International Law", "Legal Instruments of Alternative Dispute Resolution", "Private Law: Implementation and Application", "Academic Integrity", "Civil Law", "Civil Procedure", "Civil Law and Procedure", "Fundamentals of Legal Knowledge. Civil Law and Procedure".

The Department's staff currently works in the following areas:

•  the role of law enforcement agencies in the protection of personal non-property rights of individuals;
•  civil action in criminal proceedings;
• legal regulation of property relations and the role of the police in protecting public and private property;
•  problems of family law and the role of the police in ensuring protection of rights and interests of family relations parties;
• problems of improving the efficiency of civil procedural legislation in the field of protection of subjective rights and legitimate interest of individuals and entities in the conditions of the rule of law.

The annual conference dedicated to the memory of Professor O.A. Pushkin, the founder of the department, and to honour the 50th anniversary of his scientific and pedagogical activity, was initiated in 1999. The tradition of holding this conference has been preserved to the present day.

The department employees are actively engaged in training the scientific and pedagogical staff both for Kharkiv National University of Internal Affairs and the National Police of Ukraine.

There is a cadet scientific club at the department under the guidance of the professor of the department, Doctor of Law, Professor Slipchenko S.O. The research papers of the club members are often awarded at the annual final university conference.
