The Department of Civil, Labor and Commercial Law of the Institute 1 was created as a result of the merger of the departments of civil law disciplines and labor and commercial law.

The Department of Civil Law and Procedure was founded as part of the special faculty of the Ministry of Internal Affairs at Kharkiv Law Academy in July 1990. Since then and until 1991, the duties of the head of the department were performed by Associate Professor, Candidate of Law, Major of Police Shishka R.B. From 1991 to 1995, the department was headed by Honored Lawyer of Ukraine, Laureate of the State Prize of Ukraine, Doctor of Law, Professor Pushkin O.A. Since September 1995, the Head of the Department was Associate Professor, Candidate of Law, Lieutenant Colonel of Police Samoilenko V.M. Since November 1998 and until April 2011, the Department of Civil Law and Procedure was headed by Associate Professor, Candidate of Law, Colonel of Police Kreitor V.A.. From April 2011 to 2024, the Department was headed by Professor, Candidate of Law, O.L. Zaitsev.

From 1992 to 1998, the Department of Labor, Agrarian and Environmental Law was headed by Candidate of Law, Associate Professor Vasyl Yakovlevych Gotz. From April 2011 to 2024, the position of Head of the Department of Labor and Commercial Law of the Faculty # 2 of Kharkiv National University of Internal Affairs was held by Doctor of Law, Professor Konstantin Melnyk.

The following disciplines are taught at the department: “Exercise and Protection of Intellectual Property Rights”, “Protection of Intellectual Property Rights”, “Private International Law”, “Legal Instruments of Alternative Dispute Resolution”, “Private Law: Practice of Interpretation and Application”, “Academic Integrity”, “Civil Law”, “Civil Procedure”, “Civil Law and Procedure”, “Fundamentals of Legal Knowledge. Civil Law and Procedure”, ‘Labor Law’, ‘Commercial Law’, ‘Environmental Law’, ”Fundamentals of Legal Knowledge: Labor Law”, ‘Modern Doctrines of Labor Law’, ‘Modern Doctrines of Social Security Law’, ‘Directions of Development of Labor Law Science’, ‘Directions of Development of Social Security Law Science’. The staff of the Department introduced new teaching and methodological complexes of these disciplines, developed multimedia support for lectures, prepared and posted distance courses on the website of Kharkiv National University of Internal Affairs. During the lectures, seminars and practical classes, the academic staff of the Department uses innovative teaching methods.

Currently, the staff of the department works in the following areas:

• the role of police in the protection of personal non-property rights of individuals;
• civil action in criminal proceedings;
• legal regulation of property relations and the role of the police in protecting public and private property;
• problems of family law and the role of the police in ensuring protection of rights and interests of participants of family legal relations;
• problems of increasing the effectiveness of civil procedural legislation in the field of protection of subjective rights and legitimate interests of individuals and legal entities in the context of the rule of law.

Honoring the memory of the founder of the Department, Professor Pushkin O.A., and in honor of his 50th anniversary of scientific and pedagogical activity, in 1999 the annual conference dedicated to the memory of Professor Pushkin O.A. was launched. The tradition of holding this conference has been preserved to this day.

The staff of the department is actively working on the preparation of scientific and pedagogical potential for both KhNUIA and the National Police of Ukraine.

The department has a cadet scientific circle under the guidance of the professor of the department, Doctor of Law, Professor Slipchenko S.O. Scientific works of cadets working in the circle have repeatedly won at the annual final university conference.
