The Department of Civil Law and Procedure was established as part of the Educational and Scientific Institute of Law, Economics and Sociology of Kharkiv National University of Internal Affairs in August 2006. Since October 2016, the Department of Civil Law and Procedure has been headed by Doctor of Law, Professor Yurii Mykhailovych Zhornokui.

Due to the reorganization of the Department of Civil Law and Procedure since 2024, it has been operating as part of the Educational and Research Institute No. 5.

The educational process is provided by the scientific and pedagogical staff of the Department. The staff of the Department is 15 units: one position of the Head of the Department, three - Professors of the Department, seven positions of Associate Professor of the Department, two - Senior Lecturer of the Department and two - Lecturer of the Department. The Department has 15 full-time academic staff, including 3 Doctors of Science, 8 Candidates of Science, and one Doctor of Philosophy in the field of Law.

The Department teaches the following disciplines: “Copyright and related rights, intellectual property law”, “Commercial process” (elective discipline), “Contract law” (elective discipline), “Ensuring and protecting intellectual property rights”, “Protection of intellectual property” (elective discipline), “Non-contractual obligations” (elective discipline), “Communicative competence in law enforcement activities”, “Directions for the development of the science of civil law”, “Fundamentals of Roman private law”, “Protection of family rights and interests in law enforcement activities” (elective discipline), “Intellectual property law”, “Property law” (elective discipline), “Family law” (elective discipline), “Drawing up procedural documents in civil cases” (elective discipline), “Inheritance law” (elective discipline), “Modern problems of alternative consideration of civil disputes" (elective discipline), "Modern doctrines of family law", "Modern doctrines of civil law", "Modern doctrines of civil procedure", "Modern problems of family law" (elective discipline), "Modern problems of civil law", "Modern problems of civil justice in Ukraine", "Civil law", "Civil process", "Civil law and process", "Civil liability in the implementation of law enforcement activities" (elective discipline).

The scientific and pedagogical staff of the Department is working on the introduction of distance learning courses and methods of their teaching into the educational process.

Currently, the Department staff works in the following areas of scientific and research work:

  • improvement of civil legislation in the field of protection of personal non-property and property rights;
  • trends in the development of the doctrine of legal entities;
  • inheritance law in the doctrine of civil law;
  • problems of legal protection of the family and protection of the rights and interests of participants in family legal relations;
  • problems of increasing the efficiency of civil procedural legislation in the context of judicial and legal reform.

The staff of the Department is actively working on the training of scientific and pedagogical personnel who obtain the third (educational and scientific) degree of higher education - Doctor of Philosophy. Today, the Department has 20 full-time and part-time postgraduate students, and their topics are approved by the decision of the Academic Council of KhNUIA.

The Department has a student research group under the leadership of the Associate Professor of the Department, Candidate of Law, Associate Professor Chalyi Yu.I.
