The Department submits directly to the Rector of the University. The Department in its activity cooperates with the Rectorate, Faculties, Sumy branch, departments and other structural subdivisions of the University. The main functions of the Department are the following:

- planning of basic directions of activity of Kharkiv National University of Internal Affairs.

- preparation of projects of current administrative decisions and other guidance documents.

- approval of projects of acts of the University concerning organizational and administrative activity.

- assistance to the Rector (and on his instruction and to the first Vice-Rector) in realization of his plenary powers.

- organizational-analytical support of work of the rectorate, staff conference, meeting of the Rector with the University staff and structural subdivisions.

- bringing of the plans approved in accordance with established procedure and decisions made by the Rector to the direct performers.

Duties of the department include: organization of preparation of meeting of the rectorate, staff conference of the University, support with the use of modern information technologies of timely and complete acquaintance of direct performers with the pre-arranged events accepted by the rectorate and staff conference, control over the performance discipline in structural subdivisions of the University and reporting to the Rector.

Head of the Department is Zhylin Yevhen Oleksiiovych.

Deputy Head of the Department is Stankovych Serhii Leonidovych.
