About the Educational and Research Institute № 4

The Educational and Research Institute No. 4 (Training of specialists in information and analytical support and cybersecurity of the National Police of Ukraine) of Kharkiv National University of Internal Affairs has many years of experience in training law enforcement officers with special knowledge and skills in the field of high information technology.

History of the Educational and Research Institute No. 4

On January 16, 1993, by the order of the Ministry of Internal Affairs of Ukraine No. 15, the Faculty of Informatics and Law was established as part of Kharkiv Institute of Internal Affairs. The Faculty trained cadets for higher education in the specialties “Administrative Management”, “Information Systems in Management”, “Jurisprudence”.

In 1998, the first cadets were enrolled in the specialty “Protection of Restricted Information and Automation of its Processing”. In the following years, this specialty was called “Technical Information Protection Systems” and “Cybersecurity”. Currently, this specialty is called “Cybersecurity and Information Protection”.

On November 20, 2012, Order No. 1062 of the Ministry of Internal Affairs of Ukraine was signed, which established a faculty at the university on the basis of an existing specialized unit to train specialists for units to combat cybercrime and human trafficking.

In 2015, the Faculty began training specialists for the new service of the National Police of Ukraine - cyber police.

In March 2022, due to Russia's full-scale invasion of Ukraine, Faculty No. 4 was relocated from Kharkiv, where the personnel was under constant heavy enemy shelling, to another safer region of Ukraine.

In 2024, based on the Order of the Ministry of Internal Affairs of Ukraine of June 26, 2024, No. 445, Faculty No. 4 (Cyber Police) was reorganized into the Educational and Research Institute No. 4 (Training of specialists in information and analytical support and cybersecurity of the National Police of Ukraine) of Kharkiv National University of Internal Affairs. Also in 2024, the recruitment of cadets in the specialty 126 “Information Systems and Technologies” was launched.

Specialties in which training is provided at the Educational and Research Institute No. 4

At present, the ERI No. 4 trains specialists for the units of the National Police of Ukraine involved in combating cybercrime, human trafficking and morality, international crime and transnational crime, as well as for units that provide information and analytical support for police activities, networks and telecommunications.

Currently, the ERI No. 4 trains specialists for the National Police units at the first (bachelor's) level for full-time higher education in the following specialties:

  • 125 Cybersecurity and Information Protection (security of information and communication systems) - (specialists for cyber police, information protection and cybersecurity units of the NPU);
  • 126 Information systems and technologies (law enforcement information systems) - (specialists for information support units of the NPU);
  • 262 Law enforcement (police) - (specialists for the migration police units of the NPU);
  • 081 Law (police officers) - (specialists for investigative and cyber police units of the NPU);
  • 071 Accounting and Taxation (Accounting Analytics) - (chief specialists of accounting services and bodies of the National Police of Ukraine, the Ministry of Internal Affairs of Ukraine, etc.).

Where can a graduate of the Educational and Research Institute No. 4 work?

After graduation, graduates of the Educational and Research Institute No. 4 receive a bachelor's degree, are awarded a special rank of police lieutenant and can hold the following positions in the units of the National Police of Ukraine:

Structure of the Educational and Research Institute No. 4

The academic staff of the departments of the Educational and Research Institute No. 4 teach academic disciplines for cadets studying at all the university's educational and research institutes.

The following Departments are subordinated to the Educational and Research Institute No. 4:

  • Combating Cybercrime - graduate department;
  • Information Systems and Technologies - Graduate Department;
  • Social and Economic Disciplines - Graduate Department.

as well as:

  • Research Laboratory on Information Technology and Combating Crime in Cyberspace.

Areas of activity of the Educational and Research Institute № 4

The Institute conducts research work on general theoretical and applied problems in the fields of cybersecurity, information security, information and intellectual property protection, and develops relevant technologies and methods.

Representatives of the ERI No. 4 participate in two projects of the EU Horizon programs:

  • “Horizon Europe 2021-2027 - RESONANT “Multidisciplinary research cooperation on information suppression and diaspora communities as a target of foreign information manipulation and interference” (https://cordis.europa.eu/project/id/101132439).

In order to identify gifted applicants, assist them in choosing their future profession, and attract them to study at higher education institutions with specific training conditions that provide police training, together with university partners, the ERI No. 4 conducts a webquest among graduates of general secondary, vocational (vocational-technical) and professional higher education institutions of Ukraine:

Material and technical base of the Educational and Research Institute No. 4

At the Educational and Research Institute No. 4, practical orientation in the training of cadets is actively introduced into the educational process. To this end, the following facilities are available at the ERI No. 4:

1) a training center for search and analytical work in the cybersphere (on a voluntary basis) (https://www.facebook.com/cybercopua/), whose participants and consultants are cadets and university staff. The purpose of the Center is to provide high-quality training for highly qualified specialists, to develop their primary systematized skills in countering threats in the field of information and cyber security, as well as the ability to use information technology to counter criminal offenses;

2) training grounds:

- on combating crimes in the field of human trafficking committed with the use of information technology

- on countering cyber attacks;

- information security.

The training grounds of the ER No. 4 are equipped with modern computer equipment, in particular, the one that was transferred to the university by the OSCE Project Coordinator in Ukraine (https://www.osce.org/uk/project-coordinator-in-ukraine) (now the OSCE Support Program for Ukraine https://www.osce.org/uk/support-programme-for-ukraine) in 2016, 2019 and 2022 and by USAID under the project “Cybersecurity of Critical Infrastructure in Ukraine” (https://www.usaid.gov/uk/ukraine/fact-sheets/aug-05-2022-cybersecurity).
