The Educational and Research Institute No. 2 (hereinafter - the Institute No. 2) is a structural division of Kharkiv National University of Internal Affairs, which main task is to provide training according to the state order on a full-time education for the personnel for the units of the National Police of Ukraine.
The Institute provides training in accordance with the current legislation, state educational standards based on a combination of modern methods of educational, methodological, scientific, organizational and teaching work. The educational process at the Institute No. 2 is carried out in compliance with the basic requirements of the Laws of Ukraine “On Education”, “On Higher Education”, “On the National Police of Ukraine”, standards of higher education, regulations of the Ministry of Education and Science of Ukraine and the Ministry of Internal Affairs of Ukraine, and other regulatory legal acts of Ukraine on education.
The main areas of activity of the Institute No. 2 include provision of high-quality educational training of specialists in educational programs of the first (bachelor's) and second (master's) levels, taking into account the conditions of martial law; ensuring the cultural and spiritual development of the individual, teaching cadets in the spirit of statehood, patriotism, humanism and respect for the Constitution of Ukraine; raising the educational and cultural level of permanent and variable personnel; conducting applied research on topical issues of the National Police activity and other structures of the security and defense sector; organizing training and internships for higher education students in the National Police units at the place of recruitment, judicial authorities, etc; maintaining relations with component units for further employment of graduates and recruitment of future applicants.

In the 2024-2025 academic year, about 600 applicants for higher education study at the Institute No. 2 at the expense of the state budget, who are studying educational and professional programs of the first (bachelor's) level of higher education in the specialties:
In 2024, the number of first-year students enrolled in the Institute No. 2, amounted to more than 160 people. Nowadays, the Institute trains specialists to serve in the units of strategic investigations, criminal investigation, operational and technical measures, operational service, combating crimes related to human trafficking, organized and economic crime, drug trafficking, pre-trial investigation, financial and accounting units of the Ministry of Internal Affairs and the National Police.

The educational process is provided by a professional scientific and pedagogical staff, which includes 4 doctors of sciences, 3 professors, 25 candidates of sciences and doctors of philosophy, 17 associate professors and senior scientific researchers. 70% of the scientific and pedagogical staff have academic degrees and academic titles.
In the 2024/2025 academic year, the academic staff of the Іnstitute's departments provides teaching of 32 academic disciplines, with a planned teaching load of more than 35 thousand hours.
The Department of Operational and Investigative Activity and Crime Solution is a specialized department of the Institute No. 2 for training specialists for criminal police units. In the 2024-2025 academic year, the scientific and pedagogical staff of the department provides teaching of the following disciplines: Agent and Operational Work; Use of Modern Information Technologies in Operational and Investigative Activity; Criminal Analysis; Covert Investigative (Detective) Actions; Operational and Investigative Activity; Operational and Investigative Tactics; Operational and Investigative Documentation; Fundamentals of Criminal Analysis; Psychology of Operational and Investigative Activity; Secrecy Regime; Financial and Accounting Support of Operational Units; Operational and Investigative Activity in the Field of Combating Criminal Offenses Related to Human Trafficking and Illegal Migration, etc.
The peculiarity of the academic staff is significant practical experience in the operational and search units of the internal affairs bodies, the National Police of Ukraine and significant pedagogical experience.
The Department of Tactical and Special Training is a structural subdivision of the Institute No. 2 of KhNUIA and provides teaching of the following disciplines: Fire and Tactical Special Training, Tactical Special Training, Personal Safety of a Police Officer, Organization and conduction of the Special Operations by Units of the National Police of Ukraine, Organization of Police Activity to Ensure Public Safety and Order, Occupational Safety, etc.
The department's staff have certificates of instructors in tactical police training; tactical medicine; specialists in training drivers of category B vehicles; and advanced training in the basics of UAV management and operation.
Today, the academic staff of the department have practical experience in law enforcement, veterans of military service, combatants in peacekeeping missions under the auspices of the United Nations, participants in the ATO/JFO, and participants in repelling the large-scale invasion of the russian federation.
The Department of Special Physical Training is a structural subdivision of the Educational and Research Institute No. 2 of KhNUIA. The scientific and pedagogical staff of the department is working hard to promote a healthy lifestyle, instill habits of regular sports, involve cadets to sports sections, namely: volleyball, basketball, mini-football, football, sambo wrestling, athletics, kettlebell lifting, Thai boxing, K-1, kickboxing, and hand-to-hand fighting. A powerful sports and mass work is constantly carried out: the national teams of KhNUIA take part in all events of the KhRO SFS “Dynamo” of Ukraine, SFS “Dynamo” of Ukraine, the Ministry of Internal Affairs of Ukraine, international and competitions of various levels, constantly winning prizes.
The academic staff of the department teaches the following disciplines: Special Physical Training, Special Physical Training of a Police Officer.
The Department of Firearms Training is a structural subdivision of the Institute No. 2 of KhNUIA and carries out high-level educational, methodological, teaching and scientific activities to train highly qualified specialists for the National Police units, teaching the disciplines “Firearms Training” and “Fire and Tactical Special Training”. One of the priorities of the department is to systematically conduct activities to ensure high combat readiness of applicants for higher education and permanent staff of the University to repel armed aggression against Ukraine and perform police tasks in extreme situations (command and staff trainings, tactical and special trainings, joint activities with representatives of practical units of the security and defense sector of Ukraine). The department actively operates sports sections for bullet and practical shooting with the involvement of students, scientific and pedagogical staff from among the certified personnel of the University, which contributes to the acquisition of practical skills in the possession of small arms, which is especially relevant in conditions of martial law.
The Academic Council as a collegial body makes decisions on key issues of educational and methodological, research, personnel and teaching work in accordance with the priority research areas of the institute and the needs of the educational process at the Educational and Research Institute No. 2.
Today, future law enforcement officers are provided with all the conditions for their comprehensive development and health. The cadets have access to modern classrooms, comfortable dormitories, gyms and training grounds.
Training sessions are held in specialized classrooms, which are constantly updated with teaching materials, using modern multimedia equipment.
During practical training and internships, future law enforcement officers participate in the protection of public safety and order, the protection of administrative buildings, and the evacuation of citizens. Together with supervisors at the University's «Legal Clinic», the Institute's cadets provide legal assistance to the public on issues in various areas of law (civil, family, labor, etc.).
Applicants for higher education successfully combine their studies with an active cadet life. The management of the Institute and training courses actively encourages young people to participate in events held at the University, including national and patriotic activity, research, volunteer and sports activities.
The Institute's sports team is a repeated champion of Kharkiv National University of Internal Affairs Spartakiads in recent years; cadets train in various sections and participate in competitions for the Rector's Cup in football, volleyball, basketball, table tennis, chess, weightlifting, etc. Among the cadets, lecturers and graduates of the Institute are current world and Ukrainian champions, winners of international, national and regional competitions.
The Institute's cadets are active participants in international, national and local competitions, Olympiads, forums, quests and contests. In order to foster high moral and aesthetic values and cultural level of cadets, expand their worldview and public sentiments, the management of the Educational and Research Institute and group curators systematically organize various events involving visits to museums, exhibitions, stadiums, creative projects and meetings with veterans of the internal affairs agencies and other representatives of the security and defense sector of Ukraine.
Our students are active participants in volunteer activity. They provide assistance to the children of the «Hnizdechko» Educational and Rehabilitation Center of the Vinnytsia Regional Council, actively support the “Become a Donor” and “Give a Book to a Soldier” campaigns launched by the Ministry of Internal Affairs of Ukraine. As part of the “Visit a wounded soldier - support a hero” campaign, cadets visit soldiers of the Armed Forces of Ukraine, who are undergoing treatment in medical facilities.
The cadet community is actively involved in public self-government societies: teaching and scientific, sports and recreation, cultural and educational, economic and household societies, discipline and order (council of junior commanders), council of excellent students, and the editorial board of the Institute.
Upon successful graduation from the Educational and Research Institute No. 2 of Kharkiv National University of Internal Affairs, its graduates are obtain a special officer rank and they are sent for further service to practical units of the National Police of Ukraine.
