The Research Laboratory for Pre-trial Investigation of the Educational and Research Institute № 1 of Kharkiv National University of Internal Affairs, as a new structural unit at the Educational and Research Institute № 1, was established in July 2024 to conduct fundamental and applied research in the field of organisational and legal support of the National Police. The unit is headed by Doctor of Law, Professor, Police Lieutenant Colonel Serhii Shatrava.

The main activities of the research laboratory are:

- implementation of the strategy for reforming the bodies and units of the National Police of Ukraine;

- improvement of the organisational and management activities of the Ministry of Internal Affairs of Ukraine and investigative units of the National Police of Ukraine;

- improvement of the organisational and functional structure of pre-trial investigation bodies aimed at increasing the efficiency and effectiveness of investigative units;

- improvement of staffing of pre-trial investigation bodies of the National Police of Ukraine (recruitment, placement, training of personnel for investigative units and improvement of their qualifications);

- legal support and social protection of employees of pre-trial investigation bodies;

- optimisation of performance evaluation indicators of the investigative units of the National Police of Ukraine;

- improvement of information support and scientific organisation of work in the investigative units of the National Police of Ukraine;

- improving the efficiency of interaction between the investigative units of the National Police of Ukraine and other authorised entities;

- observance of the rights, freedoms and legitimate interests of participants in criminal proceedings in the activities of the investigative units of the National Police of Ukraine;

- preventing and combating corruption in law enforcement agencies and in the activities of the National Police of Ukraine's investigative units;

- development of draft regulatory legal acts on ensuring the activities of the police and pre-trial investigation bodies.
