The ambitious goal of the Ministry of Internal Affairs remains to increase the level of security throughout the country - from regional, district centers, to JTC and the
smallest villages and settlements. This was stated by Interior Minister Denys Monastyrskyi during a meeting with government officials and representatives of local self-government.
"A new initiative is currently being tested in a number of regions - a network of Security Centers that combine a police station and a SES post. Our goal is to expand the number of such Centers, as well as to add service centers to their work. This will greatly simplify the application procedure for citizens. To date, 31 Security Centers have been established, the largest in the Donetsk region. By the end of the year, together with local communities, we plan to create 5 more such
institutions, " said the Minister of Internal Affairs.
Minister of Community and Territorial Development Oleksii Chernyshov stressed that the Ministry of Internal Affairs, in particular the National Police, were the only
ones to bring their structures in line with the new administrative-territorial structure within the timeframe established by the Law.
"The previous stage of decentralization ended with the creation of a new administrative-territorial system. 1469 territorial communities were created, in which elections were successfully held. Together with the Ministry of Internal Affairs, we have developed tools for organizing cooperation. The Ministry of Regional Development, in particular, is an active participant in the Community Police Officer project. In two years, more than 30 officer stations have been opened across the country, where community officers work. To understand the dynamics, three years ago there were only 3 police stations in Ukraine" Oleksii Chernyshov said.
The head of the National Police, Ihor Klymenko, noted that the Community Police Officer project currently enjoys the highest level of public trust among other police
units. For its development, it needs a state approach and joint efforts, including financial support from local governments.
"If we want to provide security space in the regions, we need to work together with local governments. Together with our foreign partners, 632 community police
officers have appeared in Ukraine for two years. All personnel for this project is selected from the current law enforcement agencies. The question is that by the end
of 2022, more than 2,000 such police officers will appear across the country. This means that we have to prepare and equip these people. We do our best to provide
communities with our employees. But local authorities must also make efforts to strengthen the security component of their JTC," said Ihor Klymenko.
Mykola Chechotkin, the head of the State Emergency Service, stressed that in accordance with the best European practices, even more volunteer fire brigades
should work in all regions. Especially in remote from the main fire departments and hard-to-reach settlements.
“Today, there are 1,200 local fire brigades and about 1,180 volunteer fire brigades in rural areas. The SES, together with local and local authorities, estimated that
another 1,600 local fire departments needed to be established. In my opinion, this is an ideal model so that our citizens can receive a service related to security in a
particular community," he said.

Every year about 40,000 fires occur in rural areas, killing about a thousand people. It will be recalled that given the new administrative-territorial structure, there is a
need to make certain adjustments to the organization of the National Police to adapt the location of units to new areas, respond more quickly to calls and make
police services even more accessible to everyone from metropolis to small villagers.
Ukraine has successfully passed the administrative-territorial reform: 490 districts have been liquidated, 119 have been created to replace them (plus 17 in the
temporarily occupied territories). In order to cover the population with police protection as much as possible, departments, divisions and sectors of police
activity have been created within them.
