Representatives of Kharkiv National University of Internal Affairs took part in the international conference ''Training of law enforcement officers - the best practices for training bachelors and masters", organized by the Association of European Police Colleges, which took place on the basis of the University of Public Service in Budapest (Hungary). The conference was held in English in a mixed format (in person and online) with the introduction of the latest information technologies, in particular MicrosoftTeams platforms.
The conference was attended by the representatives of both foreign educational institutions that train police officers, and Ukrainian higher education institutions of the Ministry of Internal Affairs of Ukraine. Thus, among the participants of the event, there were representatives of the International Academy of Law Enforcement Officers of the United States, the Turkish National Academy of Police, the Police Academy of Greece, the Austrian Police Academy, the German Police University, the Lithuanian Police School, the Police Academy in Slovenia, the Police Academy of the Czech Republic in Prague, the College of the Norwegian Police University, the Police Academy in Tyslno, the University of Malta, the National Academy of Internal Affairs of Ukraine, Dnipropetrovsk State University of Internal Affairs, etc. The event was also attended by Oleksandr Bakumov, former Vice-Rector of The National Anti-Corruption Committee of Ukraine, and now a Member of Parliament of Ukraine, Head of the Subcommittee on Criminal Legislation and Combating Crime of the Verkhovna Rada Committee on Law Enforcement.
On behalf of Kharkiv National University of Internal Affairs, Olena Ustymenko, the Head of the Department of International Cooperation (online), and Tetiana Matiushkova (in person), Assistant Professor of the Department of Criminology, Forensic Expertise and Home Medical Training, gave a report entitled «Police Education: Experience of Ukraine».
During the speech, issues related to the training of future police officers in higher education institutions with specific training conditions were discussed. The speakers noted that the modern training of law enforcement officers is characterized by the following features: involvement of current law enforcement officers in binary classes, including field lessons, conducting on-site training sessions, using training approaches and best European practices during the educational process and the introduction of quests, use of court broadcasts during law classes, participation of higher education applicants in visits, exchange programs, educational courses and study practices in educational police institutions and police units of European countries, organizing webinars with European scholars, mplementation of advanced techniques and crime prevention practices in educational activity (Custody Records, POLINA, electronic proceedings, trainings of patrol police officers, detectives, community police officers, etc.), usage of e-learning platforms for police education (for example, LEEd CEPOL) and participation in webinars and online courses, organizing and conducting joint scientific events, such as international research and practical conferences, round tables, seminars, colloquium, conducting «trainings for trainers» for universities’ academic staff by experts from international organizations, modernization of universities libraries by adding numerous quantity of foreign literature sources, free access to the international scientometric databases and online libraries of foreign countries, implementation of quests into educational activity, combining of in-person and online learning, psychological support of educational process etc.
The format of the conference allowed participants to get acquainted with the educational and material base of the University of Public Service, including Faculty of Law Enforcement. In particular, with educational classrooms (lecture halls, specialized classrooms for practical classes in forensics), training complexes "Apartment", "Restaurant", "Bank", "Garage", training room for interrogations, silence, sports complex, etc. During the tour of the University, participants of the conference watched practical classes on fire training, communicated with teachers, trainers, cadets, etc.
