Kharkiv National University of Internal Affairs hosted a round table "Identification of the corruption risks in the activities of the Ministry of Internal Affairs, ways to prevent and combat corruption in the Ministry of Internal Affairs", organized jointly with the Ministry of Internal Affairs.
The event was opened by the First Vice-Rector of the University, Honored Educator of Ukraine, Doctor of Law, Associate Professor, Police Colonel Dmytro Shvets, Head of the Corruption Prevention Department of the Ministry of Internal Affairs of Ukraine, Doctor of Philosophy in the field of "Law" Anatolii Fodchuk and Senior Anti-Corruption Adviser of EUAM Jozsef Gyulai.
In his welcome speech, Dmytro Shvets stressed the urgency of this event, as the participants have a difficult task - to identify corruption-vulnerable areas of the Ministry of Internal Affairs of Ukraine and develop practical recommendations for their improvement.
"Exchange of experience, opinions and proposals is extremely important, - said Anatolii Fodchuk. - It gives an opportunity to synchronize our watches: where we are, what we are doing now, how effective our activities are and what we can improve in our activities. That is why I am very glad when representatives of the scientific community and practitioners engaged in anti-corruption activities are involved in such work".
Jozsef Gyulai stressed that the European Union Advisory Mission has been cooperating fruitfully for many years with both the Ministry of Internal Affairs of Ukraine and Kharkiv National University of Internal Affairs. He spoke about the joint anti-corruption projects that are in process and are planned in the near future, and wished the participants of the round table fruitful work.
During the event, the issues of legal regulation and practical activities of anti-corruption commissioners in dealing with whistleblowers, staffing of authorized units (authorized persons) on prevention and detection of corruption in the Ministry of Internal Affairs were discussed, the experience of European countries in the implementation of the state institutions integrity policy was analyzed.
The Head of the Corruption Prevention Division of the Corruption Prevention Department of the Ministry of Internal Affairs of Ukraine Serhii Yaremenko spoke about the experience of the Ministry to detect and identify corruption risks, gave examples of good practices to minimize them.
The Head of the Corruption Prevention Department of the MDNP in Kharkiv region, Police Lieutenant Colonel Ihor Luppa, in his report presented proposals for improving the system of material and social security for the staff of anti-corruption units, taking into account the high requirements for the moral and business qualities of such persons.
The results of the survey "Assessment of corruption risks in the activities of the Ministry of Internal Affairs", which was conducted among police officers throughout Ukraine during September-October, caused a lively discussion. The Deputy Head of the Research Laboratory for Combating Crime of KhNUIA, Police Lieutenant Colonel Oleksii Serdiuk, presenting them, noted the positive trend of reducing corruption in both the National Police and Kharkiv region.
Foreign guests expressed interest in anti-corruption practices used by the Ministry of Internal Affairs, shared their experience in preventing and combating corruption in their countries. After the round table, they exchanged impressions and thanked the First Vice-Rector of the university, Honored Educator of Ukraine, Doctor of Law, Associate Professor, Police Colonel Dmytro Shvets for the invitation to participate in such an important event.
The event was held in a mixed format, in compliance with all anti-epidemic measures with the participation of international partners, representatives of the National Police of Ukraine, the National Guard of Ukraine, the State Emergency Service of Ukraine, the State Migration Service of Ukraine, the State Border Service of Ukraine, institutions, enterprises belonging to the sphere of management of the Ministry of Internal Affairs.
