Kharkiv National University of Internal Affairs together with Tashkent State University of Law held an International scientific and practical conference on the topic "Relevant issues of criminal process and criminalistics".

The topic of the conference aroused great interest in scientific circles and among practitioners. More than two hundred scholars and practitioners sent their materials to the conference for discussion and publication of the collection of articles. Among scientists and practitioners there were representatives of Tashkent State University of Law, Higher School of Judges at the Supreme Judicial Council of the Republic of Uzbekistan, Matej Bel University in Slovakia, Dnipropetrovsk State University of Internal Affairs, University of the State Fiscal Service of Ukraine, National Academy of Internal Affairs, Yaroslav Mudryi National Law University, units of the National Police of Ukraine, forensic centers of the Ministry of Internal Affairs of Ukraine, prosecutor's offices and courts, etc.

Dmytro Shvets, The First Vice-Rector, Doctor of Legal Sciences, Associate Professor, Honored Educator of Ukraine, Police Colonel, opened the scientific event, and noted that relevant issues of criminal process and criminalistics continue to be the subject of scientific discussions. However, based on the realities of modernity, it is necessary to continue the study of the problem of the application of criminal procedural legislation and the formulation of topical directions for the development of forensic science. In addition, Dmytro Volodymyrovych noted that study of problematic issues of criminal process and criminalistics are extremely important and relevant in modern conditions of counteraction to criminal offenses, as only a comprehensive study of them makes it possible to formulate appropriate changes and amendments to the current criminal and procedural legislation of Ukraine.

Islambek Rustambekov, Acting Rector of Tashkent State University of Law, Doctor of Legal Sciences, Professor, made a welcome speech and thanked the management of Kharkiv National University of Internal Affairs for organizing the International scientific and practical conference.

Oleksandr Bandurka, Doctor of Legal Sciences, Professor, Academician of the National Academy of Legal Sciences of Ukraine, Honored Lawyer of Ukraine, noted the great importance on the way to a rational and deliberate solution of the problems of criminal process and criminalistics, the presence of their joint analysis and research by practitioners and scholars at various events of a scientific nature, one of which was this conference. In addition, the involvement in the discussion of representatives of various law enforcement and judicial authorities, as well as scholars from different countries will provide an opportunity to find optimal ways to solve theoretical issues, to implement them in practice during the pre-trial investigation.

Andrii Sharnin, Deputy Head of the Department - Head of the Unit for Investigation of Crimes Committed Against the Life and Health of a Person of the Criminal Investigation Division of the Main Department of the National Police in Kharkiv Region, Candidate of Legal Sciences, noted that the problem of overloading the pre-trial investigation bodies with an excessive amount of criminal proceedings, which is related to the inclusion in the Unified Register of pre-trial investigations of virtually any applications and notifications, even those which do not contain a criminal offense, needs to be eliminated. The result is that one investigator has hundreds of proceedings, which he is unable to investigate in a timely and high-quality manner. Now investigators are relieved due to the introduction of the inquiry institute. But the problem needs to be resolved, in particular by introducing mechanisms for the investigative verification of applications and notifications.
