Training workshops "Basis of special tactics for special police units based on the Scandinavian model for ensuring public safety and order during peaceful assemblies and other mass events" have started in Kharkiv National University of Internal Affairs, and will last from 4 to 19 November. 74 police officers from special police units of the Main Department of the National Police in Kharkiv Region will take part in workshops.
Valerii Sokurenko, Rector of the University, Police General of the Thidr Rank, addressing the audience noted that the purpose of the training workshops is to master the Scandinavian model for public safety, which is recognized by police of many countries as the most effective and efficient. It provides for the prevention of violence during mass events through constant communication with the crowd, careful planning and risk analysis. The Rector wished successful training and gaining useful knowledge and skills that will be needed during the service.
Fernando Magro Moros, Team Leader of the Public Order Specialized Team of the European Union Advisory Mission in Ukraine, noted that six similar trainings have been already conducted: "Our expectations were high, and the results exceeded them. Your job will be a real challenge for you, and the responsibility for its implementation will be on you. I am sure that you will succeed, because I know that you are the best".
Serhii Shchebetun, Commander of the Special Purpose Regiment of the Main Department of the National Police in Kharkiv Region, Police Lieutenant Colonel, noted that "the leadership of the National Police and the Ministry of Internal Affairs set a task to take into account the experience gained during the independence of Ukraine and to adopt the Scandinavian system. The employees of the special forces of all regions of Ukraine should know and apply a new, unified tactic". On behalf of the leadership of the Main Department of the National Police in Kharkiv Region, Serhii Shchebetun thanked the international partners, the leadership of Kharkiv National University of Internal Affairs for the opportunity to conduct tactical special workshops of this scale.
Dmytro Shvets, First Vice-Rector of the University, representatives of the United Nations Office for Project Services in Ukraine, the European Union Advisory Mission for Civilian Security Sector Reform in Ukraine, trainers of special police units of the Main Department of the National Police in Kharkiv Region also participated in the event.
The training began after the festivities for the participants of the workshop.
