In November 2021, Nathalia Paez Jimenez, Deputy Head of the International Cooperation Department of the Intelligence Headquarters of the Spanish Guardia Civil, paid a week-long visit to Kharkiv National University of Internal Affairs

 

The main area of interest of the law enforcement representative was to establish international cooperation with Ukrainian law enforcement agencies in the investigation of certain types of crimes, including organized crime, cybercrime, sexual crimes against children, transnational arms trafficking, terrorism, encroachment on the territory. The desire to establish mutual curricula of visits in order to exchange experiences and best training practices for representatives of higher education institutions of the Ministry of Internal Affairs also aroused considerable interest.

In order to facilitate the establishment of international relations between law enforcement agencies and educational institutions of Ukraine and the Kingdom of Spain, Kharkiv National University of Internal Affairs provided visits and acquaintance with the material and technical base and peculiarities of KhNUIA, facilitated visits of the Deputy Head of research forensic center of the Expert Service of the Ministry of Internal Affairs of Ukraine, the Main Department of the National Police in Kharkiv region, the Main Department of Strategic Investigations of the Department of Strategic Investigations of the Ministry of Internal Affairs of Ukraine.

As part of the visit, Nathalie Paez Jimenes together with university representatives took part in a round table “Problems and promising areas for improving forensic science (experience of Ukraine and the example of Spain)”, which took place in Kharkiv Research Expert Criminal Center of the Ministry of Internal Affairs of Ukraine with the management and staff. The discussion focused on the current state, problems and promising areas for improving forensic science, taking into account the experience of Ukraine and Spain.

With the assistance of the university, a colleague from Spain met with the heads and representatives of the Department of International Police Cooperation, the Investigative Department, the Criminal Investigation Department, the Migration Police Department of the MDNP in Kharkiv region. During the meeting, the current state and prospects of establishing international cooperation between law enforcement agencies of Ukraine and the Kingdom of Spain at the level of bilateral agreements were discussed.

Also, a representative of the Guardia Civil of the Kingdom of Spain took part in an international scientific-practical conference on the occasion of the 27th anniversary of KhNUIA “Modern problems of legal, economic and social development of the state”. During her speech, she stressed the importance of consolidating the efforts of law enforcement agencies in various countries in the fight against crime, the exchange of best practices in combating crime, the importance of mutual international exchanges of representatives of educational institutions and practical units.

At the end of the visit, Nathalie Paez Jimenes met with the Rector of Kharkiv National University of Internal Affairs, Police General of the Third Rank Valerii Sokurenko, First Vice-Rector, Police Colonel Dmytro Shvets, Vice-Rectors - Police Colonel Serhii Bortnyk and Leonid Mohilevskyi. Areas of further international cooperation and new areas of cooperation between law enforcement agencies and relevant educational institutions of Ukraine and the Kingdom of Spain were discussed.
