The Head of the Research Laboratory for Psychological Support of Law Enforcement at Kharkiv National University of Internal Affairs, Police Lieutenant Colonel Oleksii Serdiuk and Assistant to the Rector on Gender Issues Oksana Tsukan took part in the kick-off meeting of the international research consortium of the Horizon of Europe RESONANT project, co-implemented by Kharkiv National University of Internal Affairs and the Ministry of Internal Affairs of Ukraine. 

The meeting was held from December 9 to 16, 2023 in the city of Rome (Republic of Italy) based on the Rome University of International Studies UNINT, where the FORMIT organization is located – the coordinator of this project. The participants of the international research consortium are also: Greek Police, KEMEA Center for Security Studies (Greece), Rey Juan Carlos University in Madrid (Spain), Free University of Brussels (Belgium), University of Applied Sciences of Public Administration and Legal Affairs in Bavaria (Germany), public organization "Association on

International Affairs" (Czech Republic), University of Bologna (Italian Republic). The RESONANT project is an interdisciplinary research collaboration on foreign interference, suppression, and manipulation of information in diaspora communities. The project is designed for three years, it started on December 1, 2023.

The RESONANT project goals are:

- Protection of fundamental rights and freedoms from possible threats arising from the suppression of information as part of foreign interference and manipulation of information by authoritarian regimes, including Russia;

- Identification of tactics, methods and procedures that were involved in foreign information manipulation operations;

- Understanding of the behavioral and social consequences of suppression and dissemination of false information (fakes) both short-term and long-term;

- Development of political and practical recommendations, tools and methodology to identify and solve the problem of suppression and dissemination of false information in the European Union and associated countries. 

Oleksii Serdiuk and Oksana Tsukan participation in the RESONANT project launch meeting, made it possible to present the scientific work of KhNUIA at a high level, to coordinate further cooperation with the research consortium participants, as well as to reach an agreement on other project applications of the Horizon of Europe program to be prepared. The participation of Kharkiv National University of Internal Affairs and the Ministry of Internal Affairs of Ukraine in the Horizon of Europe RESONANT project and other Council of Europe projects will allow to influence the formation of practical recommendations from the Council of Europe, which are within the competence of Law enforcement agencies of Ukraine

and are developed within the framework of such grant programs, and then sent in the format of recommendations for their implementation in Ukraine. This will make it possible to take into account the interests and use the experience of Law enforcement agencies of Ukraine in the content of such recommendations at the stage of their development.
