August 20, 2015 Kharkiv National University of Internal Affairs visited Monitor of the Organization for Security and Cooperation in Europe of the Special Monitoring Mission to Ukraine James N. Speros.
The OSCE is descended from the early 1970s, when the Conference on Security and Cooperation in Europe (CSCE) was created aiming at organizing multilateral forum for the dialogue and negotiations between the East and West.
The organization includes 57 member states that span the globe, including three continents - North America, Europe and Asia and more than a billion people.
The OSCE has the comprehensive approach to security, covering military, political, economic, environmental, human aspects. Therefore, a wide range of issues related to security is considered, including arms control, confidence-building and security measures, human rights, the issue of national minorities, democratization, policing, counter-terrorism activities in the field of economy and ecology.
At present Kharkiv office of the Special Monitoring Mission to the Organization for Security and Cooperation in Europe operates in Ukraine. The aim of the mission is to collect information and prepare reports on the security situation in some regions.
James N. Speros is a retired police captain of the United States. He worked in different parts of California police (was a traffic police officer, district inspector, patrol inspector, etc.). He served in many international missions, including Afghanistan, Sudan and others.
The purpose of his visit to the University - is to monitor the process of selection of candidates for Kharkiv patrol police and attendance of special tactical training classes.
