The main task of the Ministry of Internal Affairs is to ensure impartial control over compliance with the law by all participants in the election process. This was stated during the meeting by First Deputy Interior Minister Serhiy Yarovy.
"Based on calculations to ensure public safety during the local elections, almost 140,000 law enforcement officers will be involved. It is planned to involve aviation units of the Ministry of Internal Affairs system for prompt response to changes in the situation, "Serhiy Yarovy said.
The First Deputy Minister stressed that since the election process takes place in the context of the COVID-19 pandemic, special attention is paid to the personal protection of law enforcement officers.
"Personnel are fully provided with means of protection, but due to the peculiarities of service, today in the system of the Ministry of Internal Affairs patients with coronavirus 246 people per day. Therefore, we will involve reserve groups of law enforcement officers of the central office of the National Police, university cadets and police officers from regional departments. "
According to Deputy Interior Minister Serhiy Honcharov, operational reserves have been set up in the regions to respond to the challenges and threats that may arise during the elections.
"In order to increase the efficiency of the formation of reserves and direct response in the election campaign, it is planned to involve our aircraft. We plan to involve all available forces and means of aviation of the Ministry of Internal Affairs system - planes and helicopters. The presence of helicopters will be allow to respond to illegal activities in the most remote points, where there are no landing lanes, "Serhiy Honcharov said.
National Police Chief Ihor Klymenko noted that the number of complicated administrative protocols and criminal proceedings initiated during the month of the election campaign (currently 683 and 219) already exceeds 12 and 18 times, respectively, similar figures during the parliamentary elections.
"The main task of the police during the election process is to make sure that the elections are held within the law. We have coordinated with all law enforcement officials in the regions to ensure security during the election campaign and the election itself. From October 12 to November 1, 2020, all police personnel will work in an enhanced version of their official activities, "said the head of the National Police.
Deputy Interior Minister Anton Gerashchenko added that the Verkhovna Rada had never passed a bill to reduce the protection of ballots from 8 days to the time when the ballots are at the polling station.

The head of the Opora Public Network, Olga Aivazovska, noted that Opora, together with the National Police, had developed a manual for police officers, which outlined all the algorithms for detecting and responding to violations on an election day.
"Every police officer working at the station will have such a manual, because despite the large number of messages during the campaign, we understand that the key day is October 25 and the days following. The conflict of the campaign is very high, the duration of the campaign is 5-10 times longer. The personnel of the National Police and other agencies should assume that the ballots will not be handed over to the territorial election commissions on Monday, but should focus on two or three days, ”Olga Aivazovska said.
According to Deputy Chief of the National Police Oleksandr Facevych, with the help of the SBGS, SES and NMU, it was possible to form an optimal scheme for ensuring public safety and order.
"It is planned to involve more than 75 thousand police officers, of which 47 thousand are for the protection of ballots. Every day to ensure law and order on the streets of settlements and on highways of the state will be involved more than 10 thousand police officers, it is 2, 7 thousand patrols. In order to document the violations related to the election process and other reports of citizens, 1,200 reinforced investigative task forces are planned to be on duty "he said.
The head of the State Emergency Service, Mykola Chechotkin, added that in order to ensure an adequate level of fire safety and to prevent emergencies during the preparation and conduct of local elections, Rescue Service specialists throughout the country to inspect polling stations.
During the inspections, the emergency services firstly pay attention to the condition of the evacuation routes, the serviceability of fire-fighting equipment, the availability of primary fire extinguishing equipment and relevant documentation, the provision of the facility with fire-fighting water supply, etc.
