Oksana Panova, Associate Professor of the Department of Police Activity and Public Administration, Doctor of Legal Sciences, Associate Professor, Police Major, took part in the three-day online training “Human Dignity as a Constitutional Value”, organized by the OSCE Project Coordinator in Ukraine.

The topic of the first day of the training was “Human Dignity and Gender Equality: Constitutional Metamorphoses”. During the meeting, Oleksandr Vodiannikov, National Legal Adviser of the OSCE Project Coordinator in Ukraine, and Olena Kharytonova, Associate Professor at Yaroslav Mudryi National Law University, Legal Expert of the OSCE delivered reports. The speakers drew the audience's attention to the issue of gender, dignity and the constitution, their origins and meaning in modern constitutionalism; constitutional space and the concept of human dignity. They characterized the features of the measurement of human dignity in national and international legal practices, and also focused on the issues of gender in the constitutional field, the development of democratic institutions. In particular, the speakers emphasized the importance of gender equality, anti-discrimination and dignity on the example of judicial practice.

The second day of the training was dedicated to the topic “Human Dignity as a Paradigm of Social Rights”. The trainers were Olena Boryslavska, Doctor of Law, Associate Professor, Professor of the Department of Constitutional Law of Ivan Franko National University of Lviv, and Mykhailo Savchyn, Doctor of Law, Professor of Uzhhorod National University. The issues of the practical application of the concept of human dignity in the argumentation of constitutional complaints; in constitutional jurisprudence with regard to social rights were revealed by speakers. They also emphasized the place of human dignity in the systematics of constitutional values and in the focus of principles of interpretation and legal argumentation.

On the third day, the participants discussed issues of human dignity. Speakers delivered reports on the proper procedure for writing a constitutional complaint; covered the issue of the right for health care in the focus of human dignity; the right for social protection and an adequate standard of living.

The information obtained during the training will be useful in teaching topics related to respect for human and civil rights and freedoms, respect for human dignity, gender equality in the activities of law enforcement agencies.
