Head of the Department of Tactical and Special Training of the Faculty No. 3, Candidate of Pedagogical Sciences, Associate Professor, Master of Sports of Ukraine in Weightlifting, Participant of combat operations, Police Major Mykola Oleksandrovych

The Department of Tactical and Special Training is a structural unit of Educational and Research Institute No. 2 of KhNUIA.

The academic staff of the Department teaches the following disciplines:

  • Firearms, Special and Tactical Training
  • Tactical and Special Training
  • Personal Safety of a Police Officer
  • Organization and Conduct of Special Operations by Units of the National Police of Ukraine
  • Organization of Police Activity to Ensure Public Safety and Order

  • Organization of Police Activity in the Context of Special Legal Regimes

The main tasks of the Department of Tactical and Special Training are

  • training of highly qualified specialists for the National Police and the Ministry of Internal Affairs of Ukraine in accordance with the requirements of modern law enforcement, who are able to quickly and accurately perform service and combat tasks in everyday activities, in conditions of complicated operational situation;
  • formation of knowledge, skills and abilities in the application of preventive and coercive police measures in various conditions of service, solving situational tasks;
  • formation of stable skills and abilities on the basics of service, tactics of communication with the public and offenders, tactics of stopping vehicles, basics of topography, tactics of actions in official and extreme situations, tactical medicine, engineering training;
  • mastering knowledge, skills and abilities to implement operational plans by bodies and units of the National Police, organise and conduct police and special operations;
  • development of psychological stability in higher education students during the performance of their duties with the use of firearms, special means and physical force;
  • formation of high moral and volitional qualities necessary for the performance of service and combat tasks in typical and extreme situations;
  • stimulation of higher education students to improve their motor skills to perform official tasks associated with vigorous physical activity;
  • health promotion of higher education students and the scientific and pedagogical staff of KhNUIA, fostering the desire to constantly maintain a high level of physical development, to lead a healthy lifestyle;
  • organising and conducting educational work at the University;
  • training the basics of personal safety of police officers, traffic rules and safety;
  • conducting scientific research in the core areas of the Department's work, training of scientific and pedagogical staff and advanced training.

The staff of the Department constantly conduct educational, methodological and scientific work taking into account the requirements of the Ministry of Education and Science of Ukraine and the Ministry of Internal Affairs of Ukraine, peculiarities of service under the legal regime of martial law on the territory of Ukraine. A number of textbooks, methodological guidelines, didactic materials have been developed to ensure proper training of cadets, students and trainees in the context of the full-scale invasion of russia, and in the postwar period.

Lecturers of the Department are directly involved in training of patrol police inspectors, community police officers, as well as personal safety instructors for the National Police of Ukraine, in conducting advanced training courses for police officers.

The Department's lecturers have completed an instructor's seminar and received certificates as instructors in tactical police training, tactical medicine; specialists in training for category B drivers, as well as refresher courses on the basics of UAV management and operation.

Today, the Department employs lecturers with practical experience in law enforcement, military service veterans, and participants in combat operations as part of peacekeeping missions under the auspices of the UN, participants in the ATO/JFO, participants in repelling the large-scale invasion of the russian federation. The staff of the department is constantly involved in ensuring public safety and order. А lot of employees have received ministeril awards.

The lecturers of the Department are constantly working on the development and publication of author's teaching aids and scientific and practical recommendations in the disciplines taught at the Department.

The Department has 1 scientific and practical group:

  1. "Tactical and Special Unit "SHIELD", headed by: Assistant Professor of the Department, Candidate of Technical Sciences, Associate Professor I.V. Vlasenko. Members of the scientific club have the opportunity to participate in scientific conferences (seminars, «round tables», readings) at the university, regional, national and international levels; conduct experimental research, training of law enforcement forces in regular and extreme situations; demonstration performances; field training (field trips, mountaineering, assault training, paintball).

History of the Department of Tactical and Special Training:

The history of the Department of Tactical and Special Training dates back to 1992, when the Kharkiv Institute of Internal Affairs was founded at the Ukrainian Law Academy. The Department of Tactical, Special and Military Training was established by the Order of the Kharkiv National University of Internal Affairs of March 15, 1992, No. 19. Candidate of Pedagogical Sciences, Police Colonel V.O. Revenko was appointed as its head, and he headed it until August 1997.

In 2013, in connection with the reorganization of Kharkiv National University of Internal Affairs, the Department became part of the Faculty of Training for Public Security Police and Criminal Police for Children, and since 2016 the Department of Tactical and Special Training has been part of the Faculty No. 3. From September 01, 2014 to May 12, 2019, the Department was headed by Doctor of Law, Senior Researcher, Police Major O.Y. Prokopenko.

In May 2019, a new stage in the life of the Department began, it merged with the Department of Special Physical Training and formed a new Department - Tactical and Special Physical Training of the Faculty No. 2, headed by Police Lieutenant Colonel, Master of Sports of Ukraine in hand-to-hand combat, Candidate of Law, Associate Professor O.A. Morgunov.

In 2021, in connection with the reorganization of KhNUIA, the Department became part of the Faculty No. 3, and was headed by Police Major, Master of Sports of Ukraine in Sambo Wrestling, Candidate of Law I.M. Kovalev.

In 2023, the Department was headed by Police Captain, Candidate of Pedagogical Sciences, Associate Professor, Master of Sports of Ukraine in Weightlifting, combatant M.O. Borovyk.

Based on the order of the Ministry of Internal Affairs of June 26, 2024 № 445 “On organizational and staffing changes in the Ministry of Internal Affairs”, the Department of Tactical and Special Physical Training became part of the Educational and Research Institute No 2, with the updated name of the Department of Tactical and Special Training, headed by Police Major M.O. Borovyk.

During the period of the Department's existence, its heads were: V.O. Revenko, G.M. Krutov, V.P. Poluianov, I.K. Shasha, M.G. Logachev, A.I. Cherkashyn, M.P. Bukin, O.V. Vinnik, O.Y. Prokopenko.

The Department's veterans have made a significant contribution to the development of the Department and the creation of its material, educational and methodological base: V.O. Revenko, G.M. Krutov, M.G. Logachev, I.K. Shasha, A.I. Cherkashyn, O.V. Vynnyk, O.M. Arestov, V.G. Bliznyuk, O.M. Kuznichenko, V.T. Vasiliev, P.M. Bortnichuk, E.A. Palval, A.O. Subotin, G.V. Simonenko, O.P. Miroshko, O.A. Morgunov, I.M. Kovalev and others.

The academic staff of the Department consists of 13 people, of whom 7 have a scientific degree of Candidate of Sciences, 5 have the academic title of Associate Professor.
