The Institute trains highly qualified specialists under the state order for the system of Ministry of Internal Affairs of Ukraine, Ministry of Justice of Ukraine, central executive authorities, enterprises, institutions, organisations of Ukraine, the priority is training of personnel for pre-trial investigation bodies and criminal police units of the National Police of Ukraine in full-time education under the educational programmes 081 Law and 262 Law Enforcement of the first (bachelor's) and second (master's) levels of higher education.

Over the years, the Institute has graduated more than 6,500 graduates who are now successfully working as detectives, investigators, prosecutors, judges and other positions related to law and beyond in different regions of Ukraine. A significant number of them hold senior positions in the ranks of National Police of Ukraine and other government agencies. Photos of the best graduates of the Institute are posted on the board ‘Graduates - the pride of the Institute’. The achievements of the Institute and the University are highly appreciated by the leadership of Ministry of Internal Affairs of Ukraine and National Police.

The Educational and Research Institute No. 1 has four departments and a research laboratory:

  • Department of Criminal Law and Criminology;
  • Department of Criminal Procedure and Organization of Pre-trial Investigation;
  • Department of Criminalistics and Forensic Science;
  • Department of Civil, Labour and Commercial Law;
  • Research laboratory on pre-trial investigation.

The educational, scientific and upbringing processes are the basis of the Institute's functioning, which is ensured by the persistent and painstaking work of the academic staff, the vast majority of whom have the degrees of Candidate of Sciences, Doctor of Philosophy, Doctor of Science, as well as the academic titles of Associate Professor or Professor.

To ensure the quality of the educational process, modern forms and methods of teaching are used, combined with scientific, organisational and educational work.

Representatives of Institute take part in the innovative educational course ‘Jean Monnet Module “Digital Transformation of Rights: EU Experience” (DITRARI_EU - 101127785)’, which is implemented with the support of the EU Executive Agency for Education, Audiovisual and Culture within the framework of Erasmus+ programme. The course is aimed at studying the experience of EU legal policy in the field of digital transformation and ensuring respect for human rights in the digital age.

The Institute maintains close ties with the practical bodies and units of National Police of Ukraine, involving the most experienced specialists in the educational process and research activities, which allows higher education students to acquire the necessary knowledge and skills in the field of law enforcement, law enforcement and judicial practice.

Department of Criminal Law and Criminology teaches such disciplines as: Actual problems of application of criminal law, Actual problems of combating crime, Analysis and forecasting of crime, Qualification of criminal offences related to human trafficking and illegal migration, Criminal justice: legal doctrines and principles of law-making, Criminal law, Criminal executive law, Criminal legal qualification, Criminal, criminal procedural and administrative procedural legislation, Criminology, Directions of development of the science of criminology, Fundamentals of legal knowledge: criminal law, Modern doctrines of criminal law, Modern criminological doctrines, Modern doctrines of criminal executive law.

Department of Criminal Procedure and Organisation of Pre-trial Investigation provides teaching of the following disciplines: Actual Problems of Application of Criminal Procedure Legislation, Actual Problems of Application of Criminal Procedure, Interaction of Pre-trial Investigation Bodies with Operational Units and Other Law Enforcement Agencies in Countering Criminal Offences, Inquiries, Evidence and Proof, Pre-trial Investigation, Measures to Ensure Criminal Proceedings, Criminal Procedure, Criminal Justice: Legal Doctrines and Principles of Lawmaking, Criminal, Criminal Procedure and Administrative Procedure, and Criminal Procedure. The training sessions are actively attended by practitioners from pre-trial investigation bodies, courts, and the bar. During the educational process, the method of police quest is actively used, during which higher education students develop skills in pre-trial investigation and inquiry bodies. The main focus of the department's research is fundamental and applied problems of criminal justice. Taking into account modern realities, special attention is paid to the study of the peculiarities of criminal proceedings under martial law; pre-trial investigation of criminal offences related to armed aggression against Ukraine; ensuring fair justice in the transitional period.

Department of Criminalistics, Forensic Science and Premedical Training provides teaching of the following disciplines: Premedical training, Criminalistics, Forensic means and methods of investigation of criminal offences, Methods of investigation of criminal offences, Methods of investigation of criminal offences in the field of trafficking in narcotic drugs, psychotropic substances, their analogues or precursors, Methods of investigation of criminal offences related to human trafficking and illegal migration, Directions of development of the science of forensics, Fundamentals of forensics, Forensic science, Modern doctrines of forensics, Modern doctrines of forensic science. The educational process uses technical means and tools for detecting traces of criminal acts. The main areas of scientific research carried out at the Department are the improvement of certain methods of investigating criminal offences, the peculiarities of the use of forensic tools and methods. The scientific and pedagogical staff of the Department is involved in the development of the scientific topic ‘Scientific support for the reform of the criminal justice system in Ukraine’.

Department of Civil, Labour and Commercial Law provides teaching of disciplines in the fundamental branch of law, the main of which are: Enforcement and Protection of Intellectual Property Rights, Protection of Intellectual Property Rights, Private International Law, Fundamentals of Legal Knowledge. Civil Law and Procedure, Legal Instruments of Alternative Dispute Resolution, Private Law: Practice of Interpretation and Application, Civil Law, Civil Law and Procedure, Labour Law, Commercial Law, Environmental Law, Fundamentals of Legal Knowledge: Labour Law, Fundamentals of Legal Knowledge: Commercial law, Modern trends in the regulation of labour relations, Modern doctrines of labour law, Modern doctrines of social security law, Directions of development of labour law science.

In July 2024, in order to conduct fundamental and applied research in the field of organisational and legal support of National Police activities, a new structural unit was established at the Institute - Research Laboratory for Pre-trial Investigation, which carries out its activities aimed at supporting the activities of law enforcement agencies and pre-trial investigation bodies in the following areas: implementation of the strategy for reforming the bodies and units of the National Police of Ukraine, including taking into account the requirements of the legal regime administrative and legal status of the investigative units of National Police of Ukraine and optimisation of their system; improvement of staffing of pre-trial investigation bodies of National Police of Ukraine (selection, placement, training of personnel for investigative units and improvement of their qualifications); legal support and social protection of employees of pre-trial investigation bodies, including taking into account the requirements of martial law; improvement of interaction of investigative units of National Police of Ukraine with other authorised bodies etc.

All departments of the Institute organise scientific clubs, where students have the opportunity to engage in research work in the field of their future profession. Cadets and master's students take part in scientific and practical conferences organised by Kharkiv National University of Internal Affairs, other educational institutions of Ukraine and the world, as well as various scientific projects and events. In the context of martial law, the Institute's higher education students are actively engaged in research activities aimed at studying the problems of criminal procedure law, criminalistics and criminal law in the context of russian armed aggression.

The combination of academic mobility of cadets with participation in international conferences and scientific forums is an important aspect of their scientific activity. Applicants have the opportunity to exchange experience with colleagues from other countries, learn innovative approaches to solving problems in the field of law enforcement and make their own contribution to the development of international scientific cooperation. This exchange of experience helps to improve the professional level of future law enforcement officers and contributes to the creation of more effective strategies for combating crime under martial law.

The School of Scientific Leadership of Kharkiv National University of Internal Affairs operates on the basis of the Institute, which includes cadets with an active life position and a desire for continuous self-improvement. The School has formed and is actively operating structural subdivisions: scientific, public, creative and international centres.

Within the framework of the national-patriotic and military-patriotic education of youth, higher education students are constantly involved in events to celebrate state, professional, historical, commemorative dates, significant events and religious holidays in the life of the Ukrainian people, which contributes to the spiritual and moral education of the patriotic cadets of our country.

Educational and Research Institute No. 1 has all the conditions for the comprehensive development of the individual. Students are constantly participating in extracurricular activities of the faculty, visiting cinemas, art galleries, museums, exhibitions, and theatres. The cadets of the Institute are involved in the work of choreographic, vocal, arts and crafts and oratory clubs; a parade unit, which includes flag-bearing groups, a drum corps and a unit for performing demonstration performances with sabers of Kharkiv National University of Internal Affairs.

In recent years, the institute's cadets have been impressing the world and national sports community with their outstanding achievements at international and national competitions. The institute's athletes are champions and prize-winners in various sports: boxing, kickboxing, Muay Thai boxing, sambo, ISO self-defence, wrestling, athletics, weightlifting and other sports.

The Institute's cadets are regularly involved in volunteer activities: they hold environmental clean-ups, help stray animals, remove inscriptions about drug sales, conduct educational activities with schoolchildren, and many other social initiatives. In order to consolidate traditions and pass on law enforcement experience, the institute's cadets are involved in working with veterans of Ministry of Internal Affairs of Ukraine.

Upon completion of training, cadets receive a standardised document on obtaining a bachelor's or master's degree and are awarded the special rank of Police Lieutenant.
