The Faculty trains specialists for pre-trial investigation bodies of the National Police of Ukraine with “bachelor’s” and “master’s” degrees of higher education majoring in “Law” (“Jurisprudence”) of investigative specialization.
During the years of the Faculty’s operation, more than 4,000 graduates come out of its walls and are successfully working as investigators, procurators and judges in various regions of Ukraine, and a significant number of them hold senior positions in the National Police of Ukraine and other state authorities. Every year the Faculty holds meetings of its graduates, photos of the best of them are placed on the board “Graduates are our pride”. The achievements of the Faculty and the university were highly praised by the leadership of the Ministry of Internal Affairs of Ukraine.
The Faculty includes five Departments:
The educational process is provided by scientific and pedagogical staff, the overwhelming majority of whom hold degrees of Doctor of Philosophy or Doctor’s degree, as well as the academic title of a Professor or Associate Professor. The Faculty maintains close links with the practical bodies and units of the National Police of Ukraine, involving the most experienced specialists in the educational process and research activities. Departments of Faculty No. 1 offer 66 student courses and special courses.
The Department of Criminal Law and Criminology provides teaching of such disciplines as criminal and penal law, criminology, current issues of application of criminal law, analysis and forecasting of crime, special courses (qualification of criminal offenses, qualification of crimes against public safety and order). The scientific and pedagogical staff of the Department participate in the development of the scientific topic "Theoretical and applied problems of combating crime by criminal law and criminological means".
The scientific and pedagogical staff of the Department of Criminal Procedure and Organization of Pre-trial Investigation provides teaching of such disciplines as: criminal procedure, pre-trial investigation in the police, etc. The main areas of scientific research of the Department are the problems of improving the procedural status of subjects of criminal proceedings, forms of pre-trial investigation, the procedure for applying measures of criminal procedural coercion, the use of evidence obtained in the course of operational and administrative activities in the process of proving. Mock-ups of criminal proceedings are used in the educational process. The scientific and pedagogical staff of the Department participate in the development of the scientific topic "Scientific support for the reform of the criminal justice system in Ukraine".
The scientific and pedagogical staff of the Department of Criminalistics, Forensic Expertise and Pre-Medical Training provides teaching of such disciplines as: criminalistics, forensic medicine, forensic psychiatry, forensic expertise, pre-medical care, organization of investigation of certain types of crimes, etc. The Department has technical means of detecting traces of crime used in the educational process, as well as specialized classrooms. The main areas of research are the problems of improving the methods of investigation of certain types of crimes, in particular, economic crimes related to human trafficking, unauthorized occupation of land and unauthorized construction, illegal actions with narcotic drugs, as well as the tactics of conducting certain investigative actions. The scientific and pedagogical staff of the Department are involved in the development of the scientific topic "Theoretical and practical foundations of the formation and implementation of forensic methods of crime investigation".
The academic staff of the Department of Theory and History of the State and Law provides teaching of such disciplines as: theory of the state and law, history of the state and law of Ukraine, history of the state and law of foreign countries, legal comparative studies and philosophy of law. According to the work plan of the Department, the academic staff of the Department conduct research directly related to the history and theoretical and legal basis of the activities of the National Police of Ukraine, as well as to the theory and history of the state and law in general.
The academic staff of the Department of Foreign Languages provides teaching of such disciplines as foreign language, foreign language for professional purposes, business foreign language and foreign language in the field of research. The main areas of scientific research of the Department are: linguistic, methodological and pedagogical principles of interrelated teaching of various types of speech activities, ways to replenish the vocabulary of the language, psycholinguistic aspects of improving the effectiveness of teaching foreign languages, improvement of professionally oriented foreign language training as a factor in improving the efficiency of the National Police.
The scientific and pedagogical staff of the Department of Administrative Law and Procedure provides teaching of such disciplines as: administrative law and procedure; doctrines of administrative law and procedure; doctrines of financial law; directions of development of the science of administrative law and procedure; administrative justice; financial law; public administration; administrative responsibility; qualification of administrative offenses; judicial and law enforcement agencies of Ukraine, etc. The range of scientific interests of the lecturers of the Department includes such areas as administrative law, administrative procedure, financial law, administrative and legal regulation of the National Police of Ukraine, legal basis of migration processes, etc. This topic of scientific research is reflected in the active research work of the staff of the Department on dissertation research, participation in many regional, national and international scientific events.
Departments of the Faculty have scientific circles, providing cadets with the opportunity to engage in research work on the profile of the future profession. Cadets, interested in scientific research activities are given the opportunity to participate in scientific and practical conferences at Kharkiv National University of Internal Affairs and other educational establishments of Ukraine.
The Faculty has all conditions for the full development of the human personality. Cadets regularly visit cinemas, art galleries, museums, exhibitions and theatres. Special attention is paid to the development of physical culture and sport. The Faculty has teams for football, hand-to-hand combat, kettlebell lifting, etc. Cadets of the Faculty have the opportunity to participate in the work of the literary and artistic studio of Kharkiv National University of Internal Affairs.
In order to ensure proper training and living conditions, the Faculty has created cadet self-governments, an honorary council and a sports and mass council. Members of the Faculty’s Cadet Self-government are members of the Society of Students and Cadets of Kharkiv National University of Internal Affairs.
