The research laboratory on the problems of scientific support of law enforcement activities and the quality of personnel training was created in 2022 by reorganizing the research laboratory on the problems of countering crime.

The unit is headed by Doctor of Legal Sciences, Professor, Police Lieutenant Colonel Kostiantyn Leonidovych Buhaichuk.

In its activities, the laboratory is guided by the Constitution of Ukraine, the laws of Ukraine "On the National Police", "On Higher Education", "On Education", "On Scientific and Scientific-Technical Activities", as well as the provisions of sub-legal normative acts, departmental orders and orders of the Ministry of Internal Affairs of Ukraine , the statute of the University and the Regulation on the scientific research laboratory on the problems of scientific support of law enforcement activities and the quality of personnel training.

With the beginning of the military aggression of the Russian Federation against Ukraine, the activity of the laboratory is directed, first of all, to the optimization of regulatory and legal support for the activities of the subjects of the security and defense sector, the development of scientific and methodological recommendations for improving the work of the National Police in conditions of martial law, optimization and transformation of the educational process in institutions of higher education with specific study conditions, taking into account the requirements set for future law enforcement officers by the state leadership and the Ministry of Internal Affairs of Ukraine.

In accordance with the purpose of creation, the main tasks of the laboratory are:

1. Study, generalization, assessment of the national and sectoral state of legal and scientific support of law enforcement activities, the state of training, retraining and advanced training of specialists for the needs of law enforcement agencies of Ukraine, other subjects of the security and defense sector of the state, including taking into account advanced foreign experience.

2. Development of projects of normative legal acts on the organization and implementation of law enforcement activities, functioning of departmental education of the system of the Ministry of Internal Affairs of Ukraine.

3. Provision of scientific conclusions and proposals for current legislative and by-law normative acts, as well as their projects on issues of organization and implementation of law enforcement activities, organization of training of specialists in institutions of higher education with specific training conditions.

4. Conducting fundamental and applied scientific research in accordance with the subject of scientific research and scientific and technical (experimental developments) of the Ministry of Internal Affairs of Ukraine and the main directions of scientific research of the University in the following areas:

•  Implementation of the strategy of reforming the system of bodies and divisions of the Ministry of Internal Affairs of Ukraine, including taking into account the requirements of the legal regime of martial law.
•  Legal support for the activities of the Ministry of Internal Affairs of Ukraine, the National Police, central executive bodies whose activities are directed and coordinated by the Minister of Internal Affairs of Ukraine, and other subjects of the security and defense sector.
•  Improvement of the organizational and functional structure of law enforcement agencies, other subjects of the security and defense sector, aimed at increasing the efficiency and effectiveness of their services and units in repelling armed aggression, ensuring measures of the legal regime of martial law, combating crimes and administrative offenses.
•  Improvement of staffing of the Ministry of Internal Affairs of Ukraine, the National Police of Ukraine, higher education institutions with specific training conditions.
• Reforming the system of higher legal education and carrying out training of specialists for the needs of bodies and divisions of the system of the Ministry of Internal Affairs of Ukraine in institutions of higher education with specific conditions of study, including taking into account the requirements of the legal regime of martial law.
• Improvement of criminal, criminal procedural legislation, legislation of Ukraine on administrative responsibility.
• Observance of the rights and freedoms of a person and a citizen in the activities of bodies and divisions of the Ministry of Internal Affairs of Ukraine.
• Development of partnership and interaction of bodies and divisions of the Ministry of Internal Affairs of Ukraine with state authorities, local self-government bodies, public organizations and the population.
•  Implementation of state policy in the field of prevention and countermeasures against domestic violence.
•  Legal status and organizational and legal principles of the National Police of Ukraine, including taking into account the requirements of martial law.
• Improvement of the state policy of combating the illegal circulation of narcotic drugs, psychotropic substances, their analogues or precursors.
• Improvement of the forms and methods of activity of the personnel of the National Police, other bodies and divisions of the system of the Ministry of Internal Affairs of Ukraine in order to ensure the proper state of the security environment of the state.
• Regulatory, legal and organizational support for the implementation of stabilization measures in the de-occupied territories by subjects of the security and defense sector.

The unit closely cooperates with the Committee of the Verkhovna Rada of Ukraine on Law Enforcement, the Department of Education, Science and Sports of the Ministry of Internal Affairs of Ukraine, the Main Investigative Department of the National Police of Ukraine, the Department of Preventive Activities of the National Police of Ukraine, the Main Department of the National Police of Ukraine in Kharkiv Region, the Department of Patrol Police in Kharkiv, the State Research Institute of the Ministry of Internal Affairs of Ukraine, the Department of Defense, Mobilization Work and Cooperation with Law Enforcement Bodies of the Kharkiv Regional State Administration, the Program Office of the United Nations Office on Drugs and Crime in Eastern Europe.
