The main goal of the Ministry of Internal Affairs' Driving School for Persons with Disabilities project, which is being implemented as part of First Lady Olena Zelenska's No Barriers initiative, is to support and adapt people with disabilities to social life, taking into account their needs. Thanks to this project, Valentyn Horbachevskyi, who was wounded in the war and lost his leg, passed a practical exam and received a driver's license.

During the exam, Valentyn Horbachevskyi, together with an instructor from Kharkiv National University of Internal Affairs and a representative of the Territorial Service Center of the Ministry of Internal Affairs in Kamianets-Podilskyi, drove a specialized car of the Driving School around the city and confirmed his driving skills.
Ihor Kovalov, Head of the Department of Tactical and Special Physical Training of KhNUIA, said: "The instructors of the Driving School for Persons with Disabilities, who are experienced teachers of our department, helped Valentyn Horbachevskyi to restore his practical driving skills in a specialized car. Together with the instructors, Valentyn trained on the driving range, performing various exercises to help him get a better feel for a manually operated car. In addition to the theoretical knowledge and practical skills acquired by the Driving School students, we will continue to conduct training sessions for our defenders so that the soldiers who were wounded at the front, lost their limbs, socially adapted, retrained and acquired the skills to drive a manual car."
