In 2020, the OSCE Project Co-ordinator in Ukraine (“OSCE PCU”) implements jointly and for the benefit of the Supreme Court (hereinafter the "SC") a project “Developing coherent and transparent judicial practice” (hereinafter referred to as "the Project"), dealing, inter alia, with providing access to judicial reform stakeholders to legal expertise and outreach opportunities to advance the reform. The Project activities include a component “Provide expert and logistical support for legislation development by the Law Reform Commission” (LRC). One of the LRC’s current priority tasks is the development of legislative framework for the establishment of specialized courts. In order to reach this goal, the PCU will set a Working Group on Law Drafting to assist LRC in the development of draft legislation.

The consultant will be required to work from home with the ability to travel if necessary.

Local experts on Law Drafting will perform the following tasks:

  • To analyse the proposed legislation (draft legislation) on compliance with the OSCE commitments, national legislation of Ukraine, and best international practices and standards.
  • To develop and provide opinions and / or amended drafts to the PCU before submitting them to the LRC to ensure compliance with the OSCE commitments and human-rights standards.
  • To perform any other tasks within the Local Expert’s competence, though not directly described or listed above, however, relevant and necessary for the successful achievement of the respective Project's aims.
  • To cooperate effectively and prudently with the OSCE PCU officials, staff and representatives, its contractors and sub-contractors, beneficiaries and implementing partners.
