ODIHR continues its “Gender Matters!” series of online briefings on gender equality in politics. They aim to exchange ideas and build capacity at all levels within the OSCE.

The second event of this series is titled: “Women’s Political Leadership. Persisting Barriers and How To Overcome Them”. It will feature two leading experts:

  • Liliana Palihovici, OSCE CiO Special Representative on Gender Issues and former Deputy Speaker of the Parliament of Moldova
  • Rada Borić, MP and former activist from Croatia

Saša Gavrić, ODIHR’s expert on women’s political participation, will moderate the event.

Objectives

This coffee briefing will enable OSCE stakeholders to:

  • learn more about the topic of women’s political leadership
  • discuss barriers and enabling factors for women’s political participation
  • share good practices from OSCE countries
  • explore together possible solutions and OSCE responses

Why it is important

Over the last three decades, women have made significant advancements into political life across the OSCE region. The 2021 edition of the IPU-UN Women Map of Women in Politics shows all-time highs for the number of countries with women heads of state and/ or government, as well as for the global share of women ministers.

Europe is the region with the most countries led by women, with five out of the world’s nine women heads of state. It also has seven out of the world’s 13 women heads of government. Nevertheless, progress in 2020 has slowed down compared to previous years. Today, there still are OSCE participating States with fewer than 10% of women in parliaments and no female ministers.
