OSCE/ODIHR and the Ukrainian Government Commissioner on Gender Equality Policy are supporting the capacity development of gender advisers in regional (oblast) administrations and on national level. In co-operation with the Gender Commissioner, and in the framework of “Advancing the Human Dimension of Security in Ukraine” Project, ODIHR will launch a Gender Adviser Course, in virtual format, to take place over a four weeks period between mid-June and end of July 2021. 

Why it is important

Gender advisers in regional and national administration are key stakeholders in the promotion of gender equality. They ensure that gender considerations are taken into account in internal processes and developments, including the development of gender-sensitive policy documents. Their capacity building and empowerment is of the benefit for the entire administration.

Skills and roles

The course curriculum is centred around the following skills and roles:

  • exploring the role of a gender adviser as policy adviser
  • shaping complex political environments - which involves activities such as devising and implementing strategies; analysing and understanding the internal and external political context; and upholding democratic and diversity values
  • conducting inclusive policy analysis by mainstreaming gender throughout the policy cycle - which involves engaging with internal and external stakeholders; building and sustaining relationships and robust networks; and negotiating effectively with respect for mutual interests
  • mastering communication and advocacy - including policy and speech writing; devising communication strategies; public diplomacy; working with media outlets; communicating effectively.
